Submission & Evaluation
Quotations must be submitted via email only and are due by February 4, 2026, at 5:00 PM ET. Proposals should be valid for 90 calendar days and structured into three volumes: Technical Approach and Personnel Qualifications, Past Performance, and Price Quotation. Award will be made to the responsible quoter offering the best value, considering price and non-price factors. Evaluation factors, in order of importance, are: Technical Approach, Personnel Qualifications, Past Performance, and Price, with combined non-price factors approximately equal to price. The Government intends to award without discussions but reserves the right to conduct them.
Key Requirements
Personnel must possess expert knowledge of EMD locomotives, at least five years of experience, and meet Qualified Mechanical Inspector (QMI) qualifications per 49 CFR Part 229. They must also be capable of performing brake tests on NYAB CCB-26 and 26L/26NL brake systems. Contractor employees will require government-issued passes for installation access.
