Quick Summary
The Department of the Army (ACC-RI) hosted a LOGCAP Industry Day in Dallas, TX, from March 2-4, 2026, to discuss the LOGCAP VI acquisition strategy and the draft Performance Work Statement (PWS). This event provided an update for registered participants on the future direction of the Logistics Civil Augmentation Program, emphasizing a Multiple Award Task Order Contract (MATOC) approach and significant small business integration.
Event Details
The Industry Day included a General Session on March 2nd (0800-1100 CST) for group discussion on acquisition strategy and the draft PWS. The remaining time through March 4th was reserved for pre-scheduled 1-on-1 meetings. Registration for this event has closed, and this update is for confirmed attendees.
LOGCAP VI Program Overview
LOGCAP VI aims to augment the U.S. Army's force structure by providing scalable sustainment capabilities, relieving military units of non-core tasks. The scope encompasses core logistics functions including Deployment, Supply, Maintenance, Logistics Services, Operational Contract Support, Engineering, and Health Services. Out-of-scope services include Armed Security, Language Interpretation, and CONUS Firefighting. The program seeks to integrate advanced and emerging technologies and requires contractors to provide inherently scalable, modular, and tailorable services across all phases of joint operations.
Acquisition Strategy & Evaluation
The draft strategy indicates a preference for a Multiple Award Task Order Contract (MATOC), utilizing both Firm Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract types. There is a strong emphasis on small business integration, with consideration for separate contract vehicles for large and small businesses and significant subcontracting opportunities. The proposed evaluation strategy includes Highest Technically Rated Offeror (HTRO) for IDIQ pool selection and Best Value Trade-Off for Task Order competition.
Key Areas for Industry Input
The government is actively seeking industry feedback on:
- Defining the "Technical" factor and evaluating past performance.
- Criteria for assessing global capability and "equivalent experience."
- Effective teaming and accountability models for small business commitments.
- Strategic advice and "big ideas" for the long-term success of LOGCAP.
