Quick Summary

The Department of the Army, ACC-RI, hosted a LOGCAP Industry Day in Dallas, TX, from March 2-4, 2026, to discuss the LOGCAP VI acquisition strategy and draft Performance Work Statement (PWS). This event served as a Sources Sought effort to gather industry input on the future of the Logistics Civil Augmentation Program.

Event Details

The Industry Day included a General Session on March 2, 2026, from 0800 to 1100 CST, focusing on LOGCAP VI strategy and the draft PWS. The remainder of the event, through March 4, was dedicated to prescheduled 1-on-1 meetings. Registration for this event is now closed, and participation was limited to previously registered attendees (maximum of three per company). Key documents, including the slide deck, 1-on-1 discussion topics, and the draft LOGCAP VI PWS, were provided in advance.

LOGCAP VI Program Overview

LOGCAP VI aims to augment the U.S. Army's force structure by providing scalable sustainment capabilities, relieving military units of non-core tasks. The scope encompasses core logistics functions including Deployment, Supply, Maintenance, Logistics Services, Operational Contract Support, Engineering, and Health Services. Excluded services are Armed Security, Language Interpretation/Translation, and CONUS Firefighting. Key transformation initiatives include a Digital Program Management Dashboard, Advanced Engineering Technologies (Digital Twin Modeling, Additive Manufacturing, AI-Driven Predictive Analytics), and Autonomous Logistics & Delivery.

Acquisition Strategy

The draft strategy indicates a preference for a Multiple Award Task Order Contract (MATOC), utilizing both Firm Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract types. There is a strong emphasis on small business integration, with plans for separate contract vehicles and subcontracting opportunities. The evaluation strategy involves a Highest Technically Rated Offeror (HTRO) approach for IDIQ pool selection and a Best Value Trade-Off Competition for Task Orders. LOGCAP VI milestones project requirements in 2026 and Task Order Awards in 2029.

Key Discussion Areas & Input Sought

The government sought industry input on defining technical factors and evaluating past performance. 1-on-1 discussions covered evaluation criteria (global capability, equivalent experience), program management (future state reporting, data dashboards, technology liability), small business integration (teaming, accountability, strategic value), small business experience/evaluation, and high-level strategic advice for the program's long-term success.
