Scope of Work
The project requires the maintenance dredging of approximately 96,611 cubic yards of sediment using a sealed environmental clamshell bucket. The target depth is -30' MLLW, with a maximum over-dredge depth of -32' MLLW. An additional 150 feet on the west side of Pier 4 will also be dredged to improve tug maneuverability. Dredged materials must be transported and disposed of at either Weeks Marine Whites Rehandling Basin (Logan Township, NJ) or Waste Management Corporation Biles Island (Morrisville, PA). The scope also includes the removal and disposal of any artificial obstructions or debris within the dredge limits.

Submission & Evaluation
Offers must be submitted electronically via the PIEE Solicitation Module in PDF format by May 27, 2026, at 2:00 PM EST. Emailed submissions will not be accepted. Bids will be publicly opened at the due date and time. Award will be made to the responsible bidder whose offer is most advantageous to the Government, considering only price and price-related factors. A bid guarantee of at least 20% of the proposed price (not to exceed $3 million) is required, along with Performance and Payment Bonds. Offerors must be registered in SAM and file VETS-4212 for 2024/2025. Questions (RFIs) must be submitted in writing to Brittany Cristelli (brittany.cristelli@navy.mil) using Attachment D, no later than 14 calendar days prior to the bid closing date.
