This amendment (0001) to Solicitation 19FR6326Q0057 modifies the original solicitation as follows:

• The bid due date has been extended from February 20, 2026, at 18:00 to Tuesday, February 24, 2026, at 17:00 (local French time).

• CLIN 0003, "Annual chimney sweeping," has been added for the base year and all three option years.

• The requirement for annual chimney sweeping has been incorporated into the Statement of Work, with revised pages attached.

Solicitation / RFP / RFQ

This Request for Quotations (RFQ) is for the Maintenance of Boilers in U.S. Embassy Paris' Apartments. The U.S. Government intends to award a contract or purchase order to a responsible company for these services.

• Annual preventive maintenance for approximately 50 leased apartments.

• Unlimited curative or emergency maintenance interventions for approximately 50 leased apartments (Monday-Friday, 9:00 AM - 6:00 PM).

• Weekday and daytime interventions for approximately 200 additional apartments (Monday-Friday, 9:00 AM - 6:00 PM) for boilers maintained by the landlord or building.

• Services include diagnosis and repair of boiler malfunctions, including ignition systems, fuel supply, or heat output.

• Supply and installation of small spare parts (up to 70 Euros, VAT included per part) at no extra cost.

• Major repairs requiring parts over 70€ VAT included will require a separate quote.

• Documentation and reporting, including intervention reports, safety certifications, and monthly summary reports.

• Contractor must hold necessary licenses and certifications required by French law for boiler maintenance and repair, including PGI-PGM or equivalent.

• Technicians must have appropriate certifications and a minimum of 3 years' experience.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: One base year with three one-year optional periods.

• Estimated Value: Minimum order of 648.00 € VAT included; Maximum order of 100,000.00 € VAT included for the base year and three option years.

• Quotations are due by Friday, February 20, 2026, at 18:00 (local time).

• Proposals must be in English.

• Submissions must be made electronically to ParisContracting@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, with a file size not exceeding 30MB per email.

• Required documents for quotation: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM Registration.

• Award will be made to the lowest priced, acceptable, responsible quoter.

• Technical acceptability will be reviewed based on past performance and experience.

• Offerors must be registered in the System for Award Management (SAM) database prior to submission.

• A pre-quotation conference will be held on Thursday, February 12, 2026, at 11:00 (local time). Contact Tunde Sagbo at ParisContracting@state.gov by Wednesday, February 11, 2026, at 16:00 (local time) for information or to arrange entry.

• Offerors must contact the pre-proposal conference organizer and send attendee names and company names in advance due to security concerns. Photo identification is required for entry.
