Scope of Work
The contractor will provide professional services for Operations Planning Support, assisting MARFORRES G-3/5 with operational planning, coordination, and execution. Key services include:
- Future Operations Support: Establishing and administering Marine Corps strategic and operational programs, liaison, and program management decision support. This role may involve classified work up to the SECRET level.
- Operational Planning: Coordinating MARFORRES support for Marine Corps and Combatant Commander strategic and operational programs, requiring knowledge of the Marine Corps Planning Process (MCPP) and Joint Planning Process (JPP). This role may involve classified work up to the TOP SECRET level. The requirement is for one FTE Future Operations Specialist and one FTE Planning Support Specialist.
Contract Details
- Contract Type: Firm Fixed Price for services, Cost No Fee for travel.
- Period of Performance: An 11-month base period (April 1, 2026 - February 28, 2027) plus one option year (March 1, 2027 - February 28, 2028).

Personnel & Security Requirements
- Personnel Qualifications: Both roles require graduation from specific advanced warfighting schools (SAW, SAMS, MAWS, SAASS) or equivalent advanced operational planning education/significant on-the-job experience. Marine Corps experience is highly preferred for the Future Operations Specialist.
- Security Clearances: Personnel require appropriate security clearances up to TOP SECRET, with the Future Operations Specialist needing a SECRET clearance and the Planning Support Specialist needing a TOP SECRET clearance. A Secret Facility Clearance is required prior to performance. The Government will not sponsor a Top Secret Facility Clearance for the contractor, though the Future Plans Analyst may be sponsored for a Top Secret/SCI clearance by the contractor before the next option year. DoD Common Access Cards (CAC) are required for all personnel.

- Proposal Submission: Quotes must be submitted via email to jordyn.edwards@usmc.mil in separate volumes for Technical Capability, Past Performance, and Price.
- Evaluation Criteria: Award will be based on a price/technical tradeoff, with Technical Capability and Past Performance being significantly more important than price. Technical capability will be evaluated based on the thoroughness of the solution and proposed personnel resumes. Past performance requires at least two relevant references from the past three years.
