This Performance Work Statement (PWS) outlines the requirements for Maui Base Support Services (MBSS) and Information Technology (IT) Core Communications Services. The objective is to ensure the seamless and effective operation of facilities, infrastructure, information technology, and logistics support for 15th Space Surveillance Squadron (SPSS) and its mission partners.

• Facilities Support: Includes management personnel, equipment, and services for operating 15 SPSS-owned buildings and sites. This encompasses administration, customer support, facility and infrastructure repair, demolition of real property/installed equipment, maintenance, operations, grounds maintenance, and refuse collection.
• Logistics Support: Covers central shipping and receiving, property control and accountability, vehicle control, pickup and delivery, warehouse storage, and other logistics support.
• Information Technology (IT) Support: Includes all services required for the operation, maintenance, and logistics of 15 SPSS Maui Base Support Services Information Technology (MBSS-IT) systems, supporting various Maui site information and communication systems.
• Maui Mission Support: Supports emerging ground-based optical technology and computational analysis for U.S. Space Force (USSF) Space Domain Awareness (SDA) capabilities, including computation support, research, development, maintenance, operations, and management for the Maui High Performance Computing Center.

The PWS covers services for 15 SPSS, Mission Delta 2, and the Air Force Research Laboratory (AFRL), and Directed Energy Directorate, located at various Maui sites.

• Non-Personal Services: The Government will not supervise contractor employees or assign tasks.
• Staffing: Key personnel qualifications are detailed, including requirements for a Program Manager, Engineering Tech V/Project Manager, Production Control Clerk/OMM, General Clerk III, Drafter/CAD Operator, Quality Control Manager, Senior Logistics Coordinator, Environmental Technician, IT Manager, Information System Security Officer/Primary Communications Security Responsible Officer, and Generator Technician. Key personnel must be identified within 15 days of contract start, and vacancies filled within 45 days.
• Personnel Requirements: All personnel must be U.S. citizens, able to speak, read, and write English. Security clearances are required, with a minimum of U.S. Secret for Key Personnel.
• Safety: Contractor must develop and maintain a safety and health program, comply with OSHA and AFI 91-202, and submit a Safety Plan.
• Security: Site physical security, personnel security (clearances and access credentials), and safeguarding of information are critical.
• Environmental Management: Compliance with federal, state, and local environmental regulations, including hazardous waste management, solid waste management, and air quality programs.
• Transition: Contractor must deliver Phase-In and Phase-Out Transition Plans.

This Performance Work Statement (PWS) outlines the requirements for Maui Base Support Services Information Technology (MBSS-IT) Services to support the 15th Space Surveillance Squadron (15th SpSS).

• Core Communications Services: Encompasses all core communications services, CE industrial controls systems, and security forces electronic security systems.

• Network Infrastructure: Includes installation, operation, and maintenance of approximately 45 switches, 5 routers, 66 servers, and 10 cryptographic devices, supporting approximately 250 users.

• Network Operations (NetOps): Management of approximately 66 servers located on Maui.

• Client Systems Team (CST): Provides client-level support to approximately 250 users.

• Base Equipment Control Office (BECO): Oversees and directs the Information Technology Equipment Custodian (ITEC) account.

• Cybersecurity Office: Provides cybersecurity support for personnel accessing core communications information systems.

• Communications Focal Point (CFP): Provides communication focal point duties.

• Local Registration Authority (LRA): Provides LRA services.

• Communications Security (COMSEC): Provides CRO, SVRO, and CAP services.

• Information Technology Asset Management (ITAM): Includes equipment control, property custodian assistance, and software license management.

• The PWS is for services to be performed at Maui Site.

• The document references "XX Month 2025" for the period of performance.

• Personnel Management: Requires qualified workforce with appropriate security clearances and certifications. Employees must be able to read, write, speak, and understand English.

• Cybersecurity: Adherence to cybersecurity policies, vulnerability management, and TEMPEST requirements is mandatory.

• COMSEC/SVRO: Requirements for operating encryption devices and managing COMSEC loads.

• Local Registration Authority (LRA): Services include issuance, revocation, and troubleshooting of SIPRNET user tokens and administrator tokens. Requires specific training and certifications.

Sources Sought Notice

This notice is issued solely for information and planning purposes to identify potential vendors for Base Operations Support (BOS) Services and Design, Construction, and Design-Build projects for the 15th Space Surveillance Squadron (15 SpSS) located on the Island of Maui. This is not a Request for Proposal (RFP) and does not commit the Government to a contract. Information gathered will help determine acquisition strategy and potential small business set-asides.

Base Operations Support (BOS) Services:

• Management personnel, equipment, and services for facility operations.
• Support for information and communications systems and tenant organizations.
• Operations, maintenance, logistics management, testing, and new/upgraded equipment.
• Specific services include: administration, facility/infrastructure maintenance, IT support, physical plant operations, grounds maintenance, refuse collection, architect/engineer services, security system maintenance, property control, vehicle control, central shipping/receiving, and janitorial services.
• Site facilities include water systems, sewage systems, fire suppression, electrical distribution, generators, bridge cranes, chiller units, security access control, intrusion detection, and CCTV monitoring.
• Logistics support for over 2,000 equipment items and a vehicle fleet.
• Requires DOD TS/SCI security clearance, 24-hour standby customer service, and emergency response.

Design, Construction, and Design-Build Projects:

• May be procured via one or more contract solutions.

• A definitive contract and/or Multiple Award Contract for construction projects with a 12-month base and option periods is contemplated.

• The current contract (FA521523C0003) was awarded to Kupono Government Services, LLC on April 1, 2023, as an 8A Sole Source. The current contract value is $70,234,244.06.

• Estimated Magnitude:

  • BOS Services: $50K-$100K annually for minor maintenance & repair.
  • Construction Maintenance & Repair: $350K-$30M annually.

• Interested parties should email specific information to the points of contact listed.

• Requested information includes company details, business size, NAICS codes, interest in prime/subcontractor work, similar contracts performed, presence/experience on Maui, and interest in an industry day or one-on-one sessions.

• Written questions are due by May 5, 2026, 4:00 PM Hawaii Standard Time.

• The Government will use the information to determine acquisition strategy and potential small business set-asides.

• NAICS code for the requirement is 561210 - Facilities Support Services, with a small business size standard of $47 million in annual gross receipts.

• A draft PWS and supplemental IT Core Communications PWS are included but may differ from any final solicitation.

• Place of performance includes two geographically separate locations on Maui: Kihei and Mt. Haleakala.
