Quick Summary
The Department of the Air Force (766 ESS) is conducting market research through a Sources Sought notice for Maui Base Operations Support (BOS) Services and Construction for the 15th Space Surveillance Squadron (15 SpSS). This effort aims to identify qualified vendors for potential future contracts on the island of Maui. Responses are due by May 5, 2026, 4:00 PM Hawaii Standard Time.
Purpose & Overview
This is a Sources Sought notice issued solely for information and planning purposes; it is not a Request for Proposal (RFP). The Air Force seeks to identify vendors interested in providing BOS Services and Design, Construction, and Design-Build projects. Information gathered will determine the acquisition strategy and any potential small business set-aside. The current contract (FA521523C0003) was awarded as an 8A Sole Source to Kupono Government Services, LLC for $70.2 million.
Scope of Work
Base Operations Support (BOS) Services include management, equipment, and services for facility operations, maintenance, logistics, and testing. Specific services encompass administration, facility/infrastructure maintenance, IT support (including core communications for approximately 250 users), physical plant operations, grounds maintenance, refuse collection, A/E services, security system maintenance, property control, vehicle control, central shipping/receiving, and janitorial services. Logistics support covers over 2,000 equipment items ($92M value) and a 20-vehicle fleet.
Design, Construction, and Design-Build Projects involve multiple construction, maintenance, and repair efforts. The highest required security clearance is DOD TS/SCI, and 24-hour standby customer service, emergency response, and plant operations are mandatory.
Place of Performance includes two geographically separate locations on Maui: the Kihei site (sea-level, multiple facilities, including a new 40,000 sq ft office facility under MILCON) and the Mt. Haleakala site (10,000 ft elevation, multiple facilities).
