Statement of Work (SOW) / Performance Work Statement (PWS)

To replace carpeting throughout the first floor of the historic Martin Van Buren National Historic Site (MAVA) in Kinderhook, NY, with custom-manufactured natural fiber carpets that replicate the original mid-19th century patterns.

• Manufacture custom color natural fiber carpets to match three distinct patterns found in the main hall/stairwell, parlor/breakfast room, and library.

• Carpets must demonstrate very low VOC emissions.

• Remove existing reproduction carpets (installed in the 1980s) and underlayment.

• Install new carpets and underlayment using tack strips, matching original installation methods where possible.

• Clean work areas using HEPA filtration vacuums during and after installation.

• Repair any damage incurred during the work in kind, with NPS approval.

• Samples of carpet and underlayment must be submitted for NPS approval before full manufacture and installation.

• Carpets must replicate the style, color, and pattern of the original carpets.

• Edges of the carpet must conform to the contours of the room.

• On-site work (removal, delivery, installation) must take place during the off-season: November 1st, 2025 – April 30th, 2026, or November 1st, 2026 – April 30th, 2027.

• Site visits for measurements or information gathering can occur at other times, coordinated with MAVA staff.

• Work is to be performed during regular business hours (7am-5pm, Monday-Friday) and only when NPS staff are present.

• Contractor must perform a site visit for accurate measurements.

• Adhesives are not to be used on stair treads without written permission.

• If subcontractors are used, their qualifications and past projects must be submitted for approval.

• No work is permitted on Federally observed holidays.

• NPS will be responsible for removing and protecting furnishings in the project area rooms.

• All extension cords must be inspected before use; electric tools/lights/chargers must be unplugged at the end of each workday.
