Scope of Work
The contractor will be responsible for:
- Manufacturing custom-color natural fiber carpets to match three distinct historic patterns (main hall/stairwell, parlor/breakfast room, library). Carpets must have very low VOC emissions.
- Removing existing reproduction carpets and underlayment.
- Installing new carpets and underlayment using tack strips, matching original installation methods where possible.
- Cleaning work areas with HEPA filtration vacuums during and after installation.
- Repairing any damage incurred during work, with NPS approval.
- Performing a mandatory site visit for accurate measurements.
Contract Details
- Contract Type: Firm-Fixed Price Purchase Order.
- Period of Performance: On-site work must occur during the off-season: November 1, 2025 – April 30, 2026, or November 1, 2026 – April 30, 2027. Work is to be performed during regular business hours (7am-5pm, Monday-Friday) when NPS staff are present.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).

- Wage Determination: U.S. Department of Labor Wage Determination No. 2015-4173 (Rev. 31) for Columbia and Greene Counties, NY, applies.
Submission & Evaluation

- Required Submissions: Detailed responses to a Technical Questionnaire, a Past Performance Questionnaire, product samples, dyed yarn samples for color match, detailed material descriptions (fiber content, VOCs, IAQ test results), project schedule, installation process description, product specifications, Safety Data Sheets, installation personnel qualifications, and price.
- Evaluation Factors: Technical Capability, Past Performance, and Price. Award will be made to the offeror most advantageous to the Government.
