This announcement is for informational and planning purposes only to gauge industry interest and capability for MC-130H Aircraft Restoration Services. It is not a Request for Quotation (RFQ) or Request for Proposal (RFP) and does not commit the Government to a contract. The anticipated requirement involves comprehensive cosmetic restoration of a static display MC-130H aircraft at Hurlburt Field Air Park, Florida.

• Services include extensive corrosion removal, sheet metal repair, complete repainting to original historical color scheme, and weather-proofing.

• The goal is to bring the aircraft to a durable, museum-quality standard.

• Contractor will provide all management, tools, equipment, supplies, and labor.

• The NAICS code is 336411 - Aircraft Manufacturing, with a small business size standard of 1,500 employees.

• The government is considering a small business set-aside program.

• Interested parties should submit a brief capabilities package (max 5 pages) outlining:

  • Company business size and status (e.g., 8(a), HUBZone, small business).
  • Anticipated teaming arrangements.
  • Description of similar services offered to government and commercial customers.
  • Three past performance references with current contact information and contract numbers.
  • Anticipated subcontracting percentage and business types (small/large).

• Teaming and/or subcontracting arrangements must be clearly delineated.

• Market research is being conducted to determine interest and socio-economic category of potential sources.

• The government is interested in any size business capable of meeting the requirement and is considering a small business set-aside.

Statement of Work (SOW)

To restore a static display MC-130H aircraft located at Hurlburt Field Air Park to a museum-quality appearance, in accordance with AFI 84-103.

• Perform necessary disassembly to locate and remove all external and internal corrosion.

• Clean aircraft surfaces, removing dirt, debris, carbon, and contaminants.

• Perform sheet metal repairs on damaged and corroded areas.

• Treat corrosion with inhibiting compounds on all surfaces.

• Reassemble all components.

• Apply final chemical coating to prevent corrosion and protect from elements.

• Provide color-matching high gloss polyurethane paint touch-up maintenance.

• Provide all personnel, safety gear, tools, materials, supervision, and transportation.

• Purchase necessary materials such as sheet metal, extrusion tubing, hardware, sealant, and paint.

• Clean aircraft exterior, wheel wells, and landing gear struts.

• Feather deteriorated paint using specified sandpaper grades.

• Remove corrosion from exterior and interior aircraft components, including wheels, propellers, landing gear, fuel tanks, and structural elements.

• Repair and treat corroded areas with preventative compounds and overcoat with polyurethane paint.

• Restore aircraft to original paint color scheme and operational appearance as selected by the base historian.

• Scuff-sand exterior surfaces (excluding bare metal areas) using specified abrasive materials.

• Repair or replace broken windows, canopies, and failed seals on escape hatches/entrances to museum quality standards.

• Primer and color match repaired areas to original paint color.

• Apply specified polyurethane topcoats (FS 17925 Gloss white for interior of landing gear doors/wheelwells, FS 17038 Gloss black for plexiglass windows/windscreens).

• Apply aircraft markings in accordance with standard markings selected by the historian.

• Secure windows, doors, access panels, hatches, rudders, and elevator with aluminum sheets.

• Bird proof vertical fin, vents, wheel wells, flap openings, elevator openings, rudder openings, cowl openings, intakes, air scoops, and exhaust ducts.

• Seal airframe, doors, panels, fuselage openings, and canopies to limit entry.

• Repair or replace landing gear tires if beyond repair capabilities.

• Remove bird and insect nests.

• Inspect and clean all water drain holes, and add drain holes where appropriate.

• Refinish aircraft mounts with gloss white polyurethane and repair or replace if necessary.

• Ensure work area is free of debris daily and remove all paint, spatter, trash, old paint, and debris from site.

• Apply a paint identification block on the fuselage.

• Apply walkway coatings with a flat black border.

• Preserve propellers with FS 36515 and paint tips flat black.

• Apply nose art as specified.

• Reapply refueling markings.

• Paint refueling pod to match external tank scheme.

• Location: On site at Hurlburt Field Air Park.

• Period of Operation: Monday through Friday during daylight hours. Coordinate additional hours as needed. Stop work one hour prior to scheduled ceremonies.

• Adhere to AFI 84-103 and TOs 1-1-8, 1-1-691.

• Provide SDSs for all paints, chemicals, and solvents.

• Use only approved chemicals, cleaning compounds, and solvents.

• Comply with OSHA, DOD, AFOSH STD, and Federal Hazardous Communications requirements.

• Comply with all state and federal environmental code regulations.

• Establish and maintain a quality system conforming to ISO 9001-2008 or SAE AS9100B.

• Repairs must meet original shape, cosmetic appearance, and paint color to acceptable museum standards, not airworthiness standards.

• Provide 24-hour notice for work completion inspection.

• Contractor assumes strict liability for any damage to aircraft, equipment, or property.

• Contractor is responsible for paint and primer overspray.

• Coordinate base access for personnel and equipment.

• Maintain a clean work site.

• Contractor is encouraged to present cost-saving features/ideas.

• No chemical paint removers are authorized.

• Water blasting and sand blasting are not authorized; only spot sanding with HEPA sanders or hand-held sanding blocks.

• Hazardous waste must be collected, manifested, and disposed of according to EPA, Florida DEP, and Hurlburt Field rules.

• Environmental compliance regarding humidity (30-80%) and temperature (60-90°F) for paint application.

• Contractor personnel must meet equivalent Department of Labor Skill Classification standards.

• No convicted felons, undocumented/illegal workers, or weapons on site.

• Contractor personnel must present a neat appearance and be easily recognized.

• No conflict of interest in employing personnel.

• Government will provide paint scheme, markings, and paint types by military specification.

• Government will provide furnished utilities (electricity and water).

• Government will provide access to Security Police and Fire Department.

• Government personnel will document existing markings and paint scheme.

• Applicable Technical Data will be made available upon request.
