Submission & Evaluation

Quotations must be submitted electronically via email to Dekovan.Cook@ihs.gov. Technical Quotations should be in searchable PDF format, and Priced Quotations in a separate Excel file with active formulas, valid for at least 90 calendar days. Evaluation factors, in descending order of importance, are: Technical Capability and Approach, Relevant Experience and Past Performance, Quality Control and Compliance, and Price. Award will be made on a best-value tradeoff basis, where non-price factors are significantly more important than price.

Eligibility & Special Requirements

This opportunity is exclusively for ISBEEs. Offerors must demonstrate eligibility by submitting a completed and signed Indian Economic Enterprise (IEE) Representation Form. Failure to submit this form will render the quotation ineligible. Contractors must have experience with IHS systems (RPMS, PCC Package, EHR/Dental Record), and staff must be AAPC or AHIMA certified. Compliance with HIPAA, Privacy Act, HSPD-12, and NIST security standards (SP 800-64, 800-53, 800-171) is mandatory, including FIPS 140-2 encryption for sensitive data. Contractors are responsible for providing their own encoder software.

Key Clarifications

Specific audit scopes, workload distribution, and prioritization will be defined at the BPA call level. No minimum quantity is guaranteed, and estimated volumes are for planning only. Backlog conditions may exist and will be addressed via BPA calls. The Government uses standard clinical documentation query processes, and contractors may be required to identify deficiencies and initiate queries.
