Quick Summary

The Indian Health Service (IHS), Phoenix Area Office, is soliciting proposals for off-site Medical and Dental Coding, Auditing, and Data Entry Services through a Multiple-Award Blanket Purchase Agreement (BPA). This acquisition is set-aside exclusively for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act. The services aim to ensure compliance with CMS, Federal, State, and third-party payer requirements, improve data integrity, and facilitate accurate reimbursement. The specific due date for quotations is not provided in the available documents, but submissions are electronic via email. This notice was published on April 30, 2026.

Scope of Work

Contractors will provide comprehensive off-site medical and dental coding, auditing, and data entry for Outpatient and Inpatient visits across various Phoenix Area IHS Service Units. Key tasks include assigning appropriate ICD, ADT, CPT, HCPCS, and E/M codes, entering data into the RPMS PCC Package, and monitoring "Incomplete" visits. Coding timelines require outpatient visits to be coded within 4 business days and inpatient visits within 10 business days of discharge. Quarterly coding quality audits may also be requested. Services will be performed remotely at the contractor's location.

Contract Details

This is a Multiple-Award Blanket Purchase Agreement (BPA) with an anticipated term of up to five (5) years (May 1, 2026 - September 30, 2031). The Government anticipates awarding up to two (2) BPAs. Individual BPA Calls (Orders) will be firm-fixed price. The Government does not guarantee any minimum quantity of work; payment is based solely on completed encounters.

Eligibility & Submission

This opportunity is restricted to Indian Small Business Economic Enterprises (ISBEEs). Offerors must demonstrate eligibility by submitting a completed and signed "Indian Economic Enterprise (IEE) Representation Form." Failure to submit this form will render the quotation ineligible. Quotations, comprising a searchable PDF for technical aspects and a separate Excel file for pricing, must be submitted electronically to Dekovan.Cook@ihs.gov. Pricing must be firm-fixed unit prices per encounter, inclusive of all costs, and valid for at least 90 calendar days.

Evaluation

Award will be made on a best-value tradeoff basis. Non-price factors are significantly more important than price. Evaluation factors, in descending order of importance, include: Technical Capability and Approach, Relevant Experience and Past Performance, Quality Control and Compliance, and Price.

Key Requirements & Notes

Contractors must have experience with IHS computer systems (RPMS, PCC Package, ADT Package, EHR/Dental Record). Staff must be qualified, experienced, and credentialed (AAPC or AHIMA certified). Access to IHS systems requires VPN connections and strict adherence to HIPAA, Privacy Act, and security regulations (HSPD-12, NIST SP 800-64/53/171). A Business Associate Agreement (BAA) is required for handling Protected Health Information (PHI). Contractors are responsible for providing their own encoder software. Volume estimates are for evaluation only, and no minimum is guaranteed.
