Scope of Work

Contract Details
This is a Multiple-Award Blanket Purchase Agreement (BPA) with an anticipated term of up to five (5) years (May 1, 2026 - September 30, 2031). The Government anticipates awarding up to two (2) BPAs. Individual BPA Calls (Orders) will be firm-fixed price. The Government does not guarantee any minimum quantity of work; payment is based solely on completed encounters.
Eligibility & Submission
This opportunity is restricted to Indian Small Business Economic Enterprises (ISBEEs). Offerors must demonstrate eligibility by submitting a completed and signed "Indian Economic Enterprise (IEE) Representation Form." Failure to submit this form will render the quotation ineligible. Quotations, comprising a searchable PDF for technical aspects and a separate Excel file for pricing, must be submitted electronically to Dekovan.Cook@ihs.gov. Pricing must be firm-fixed unit prices per encounter, inclusive of all costs, and valid for at least 90 calendar days.
Evaluation
