Services for Employee Services (NPD) include fitness for duty evaluations, return to work reviews, medical documentation reviews, medical/psychiatric consultations, and administration of the Drug-Free Workplace Program (DFWP), encompassing drug testing and Medical Review Officer (MRO) services. Pre-Employment Services (CBP HC) involve pre-employment medical examinations, fitness testing (PFT-1), drug test specimen collection and analysis, and MRO services for candidates. The scope requires a contractor network capable of providing services within a 60-mile radius of employee or candidate locations, with exceptions for overseas and rural areas. The contract supports high-volume, time-sensitive processing, with historical annual volumes exceeding 40,000 pre-employment medical exams, 50,000 fitness tests, and 45,000 drug tests.

Contract Details

  • Contract Type: Single-award Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Unit Price task orders.
  • Period of Performance: 60 months, consisting of five 12-month ordering periods, anticipated from August 1, 2026, to July 31, 2031.
  • Estimated Value: The total estimated contract value for evaluation purposes is $600,000. The IDIQ maximum value is estimated between $400,000,000 and $600,000,000.

Instructions to Offerors

Proposals will be evaluated through a two-phase process. Phase I requires a written technical/management approach, past performance, and prior experience questionnaire. Phase II involves an oral presentation, a Small Business Utilization Plan, and a cost/price proposal. Submissions must be electronic, and multiple emails are permitted for complete volumes. Offerors must provide a signed attestation of compliance for NON-KEY Specimen Collector and Clinic training certifications, replacing the previous requirement for individual certifications. A detailed transition-in plan is required and can be submitted as an appendix. A description of the Quality Control Plan must be included in Volume I, with the draft QCP due within 5 days of award.

Evaluation Criteria

Award will be made on a best value trade-off basis. Evaluation factors, in descending order of importance, include: Technical & Management Approach, Oral Presentation, Prior Experience, Past Performance, Small Business Utilization & Mentor-Protégé Participation, and Cost/Price. Non-price factors combined are significantly more important than cost/price.
