Purpose & Scope
The objective is to establish an IDIQ contract to provide Military Free Fall (MFF) support services for the U.S. Navy Explosive Ordnance Disposal (EOD) Group TWO. This is crucial due to current training sites lacking the capacity to meet operational requirements. The contractor will provide fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, and personnel for instructional support, parachute rigging, and quality assurance inspection (QAI).
Key training requirements include:
- MFF courses covering theory and practical experience for basic free fall operations from 9,500 AGL to 15,999 AGL.
- Each student will complete 23-36 MFF jumps.
- Instruction on parachute system packing, donning, aircraft exit procedures, emergency procedures, body stabilization, canopy control, and landing.
- Operations include high-altitude low opening (HALO) and high-altitude high opening (HAHO) jumps, with and without combat equipment, NVGs, and portable oxygen systems, in day and night conditions.
- Provision of two USSOCOM approved tail exit aircraft, a certified AMC AZAR MFF DZ, and access to DAF.
- Support for a minimum of 20 students per class, with a maximum of 30 students, for up to six classes annually.
