Quick Summary

The Department of the Navy / NAVSUP FLT LOG CTR NORFOLK is seeking proposals for Military Free Fall Training Support Services under a single-award Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract. This requirement is a sole source acquisition intended for Complete Parachute Solutions, Inc. (CPS), justified by their unique capability as the sole provider of the MT-3/4 parachute system and associated training. The place of performance is Coolidge, AZ. Proposals are due February 13, 2026, at 3:00 PM EST.

Purpose & Scope

The objective is to establish an IDIQ contract to provide Military Free Fall (MFF) support services for the U.S. Navy Explosive Ordnance Disposal (EOD) Group TWO. This is crucial due to current training sites lacking the capacity to meet operational requirements. The contractor will provide fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, and personnel for instructional support, parachute rigging, and quality assurance inspection (QAI).

Key training requirements include:

  • MFF courses covering theory and practical experience for basic free fall operations from 9,500 AGL to 15,999 AGL.
  • Each student will complete 23-36 MFF jumps.
  • Instruction on parachute system packing, donning, aircraft exit procedures, emergency procedures, body stabilization, canopy control, and landing.
  • Operations include high-altitude low opening (HALO) and high-altitude high opening (HAHO) jumps, with and without combat equipment, NVGs, and portable oxygen systems, in day and night conditions.
  • Provision of two USSOCOM approved tail exit aircraft, a certified AMC AZAR MFF DZ, and access to DAF.
  • Support for a minimum of 20 students per class, with a maximum of 30 students, for up to six classes annually.

Contract Details

  • Type: Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP).
  • Set-Aside: Unrestricted (Sole Source).
  • Period of Performance: A one-year base period with an additional one-year option for an ordering period. The overall contract delivery period is from April 1, 2026, to September 30, 2028.
  • Product/Service Code: U099 - Other Education And Training Services.

Submission & Evaluation

This is a sole source acquisition to Complete Parachute Solutions, Inc. (CPS). Proposals must be submitted to Sherell Brown (sherell.g.brown.civ@us.navy.mil) and Morgan Olszak (morgan.e.olszak.civ@us.navy.mil) by February 13, 2026, at 3:00 PM EST. Evaluation will focus on price reasonableness and past performance to determine responsibility. Non-price factors will not be evaluated. Offerors are required to provide detailed pricing for each year of the ordering period and a total summary, assuming a two-year ordering period plus a six-month optional period.

Additional Notes

This is a non-personal services contract for "High-Risk Training." The Contract Administration Plan (CAP) outlines roles, with the Contracting Officer's Representative (COR) monitoring performance but explicitly prohibited from issuing contractual changes. Cybersecurity Maturity Model Certification (CMMC) requirements apply. Funds are not presently available for this contract (FAR 52.232-18).
