Scope of Work

The contractor will provide MFF support services, including fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, and personnel for instructional support and quality assurance inspection (QAI). Key services include:

  • Conducting MFF training courses, covering theory and practical experience for basic free fall operations from 9,500 AGL to 15,999 AGL.
  • Each student will complete a minimum of 23 and a maximum of 36 MFF jumps.
  • Instruction covers parachute system packing, donning, aircraft exit procedures, emergency procedures, body stabilization, canopy control, and landing.
  • Operations include high-altitude low opening (HALO) and high-altitude high opening (HAHO) jumps, with and without combat equipment, NVGs, and portable oxygen systems, in day and night conditions.
  • Providing two USSOCOM approved tail exit aircraft, a certified AMC AZAR MFF DZ, and access to DAF.
  • Supporting the implementation of a new parachute system (MT-3/4).
  • Training will be conducted in Coolidge, AZ, due to its temperate climate, allowing for approximately 300 jump days per year.

  • Contract Type: Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price (FFP).
  • Period of Performance: One-year base period with an additional one-year option for an ordering period. The overall contract delivery period is from April 1, 2026, to September 30, 2028.

Evaluation & Submission

This is a sole source acquisition to Complete Parachute Solutions, Inc. (CPS). The Government will review price to determine reasonableness and past performance to determine responsibility. Additional Notes

This is a "non-personal services contract" for "High-Risk Training" in accordance with OPNAVINST 1500.75. Safety is paramount, and Government personnel will monitor activities. Cybersecurity Maturity Model Certification (CMMC) requirements apply. Funds are not presently available for this contract (FAR clause 52.232-18).
