Scope of Work
The contractor will provide fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, and personnel for instructional support, parachute rigging, and quality assurance inspection (QAI). Key services include:
- Conducting MFF training courses, including theory and practical experience for basic free fall operations from 9,500 AGL to 15,999 AGL.
- Each student will complete a minimum of 23 and a maximum of 36 MFF jumps.
- Instruction covers parachute system packing, donning, aircraft exit procedures, emergency procedures, body stabilization, canopy control, and landing.
- Operations include high-altitude low opening (HALO) and high-altitude high opening (HAHO) jumps, with and without combat equipment, NVGs, and portable oxygen systems, in day and night conditions.
- Supporting the implementation of a new parachute system (MT-3/4) by retraining and certifying contractor personnel.
- Providing two USSOCOM approved tail exit aircraft, a certified AMC AZAR MFF DZ, and access to a DAF. Training will be conducted in Coolidge, AZ.
- Anticipates a maximum of six (6) classes per year, with 20-30 students per class.
Contract Details
- Contract Type: Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price (FFP).
- Period of Performance: One-year base period with an additional one-year option for an ordering period, with an overall contract delivery period from April 1, 2026, to September 30, 2028.
- Set-Aside: Unrestricted, but awarded on a sole source basis to Complete Parachute Solutions, Inc. (CPS) due to their unique capability as the sole provider of the MT-3/4 parachute system and associated training.
