This solicitation seeks to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Military Free Fall (MFF) support services. The U.S. Navy EOD requires instructional support and training services for their parachute course of instruction (COI) due to current training sites lacking the capacity to meet operational requirements. The objective is to secure flexible costing per student per course to address irregular pipeline challenges.

• Provide MFF instructional support and training services.

• Support the implementation of a new parachute system (MT-3/4).

• Provide fully qualified Accelerated Free Fall Instructors (AFFI), parachute riggers, and other personnel for instruction and parachute rigging/quality assurance inspection (QAI).

• Conduct MFF training courses, including theory and practical experience for basic free fall operations from 9,500 AGL to 15,999 AGL.

• Each student will complete a minimum of 23 MFF jumps and a maximum of 36 MFF jumps.

• Instruction covers parachute system packing, donning, aircraft exit procedures, emergency procedures, body stabilization, canopy control, and landing.

• Operations include high-altitude low opening (HALO) and high-altitude high opening (HAHO) jumps, with and without combat equipment, NVGs, and portable oxygen systems, in day and night conditions.

• Provide tail exit aircraft and support services for a minimum of 20 students per class, with a maximum class size of 30 students.

• Anticipates a maximum of six (6) classes per year.

• Provide two USSOCOM approved tail exit aircraft, a certified AMC AZAR MFF DZ, and access to DAF.

• Jump curriculum will follow current USSOCOM 350-3 and approved lesson plans.

• Ensure all contracted personnel maintain a uniform and professional appearance.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP).

• Period of Performance: One-year base period with an additional one-year option for an ordering period (pursuant to FAR 52.217-8).

• The overall contract delivery period is from 01 Apr 2026 to 30 Sep 2028.

• Option Line Item 0002 has a period of performance from 01 Apr 2028 to 30 Sep 2028.

• This is a sole source acquisition.

• Price will be reviewed to determine price reasonableness.

• Past Performance will be reviewed to determine responsibility.

• Proposals shall be submitted to Sherell Brown (sherell.g.brown.civ@us.navy.mil) and Morgan Olszak (morgan.e.olszak.civ@us.navy.mil) no later than the due date.

• Offerors must comply with detailed instructions for format and content.

• Proposal validity: 120 days following the solicitation closing date.

• Price proposal includes completed solicitation documents, all elements of price, and supplemental information (e.g., burdened labor rates, estimated level of effort).

• Separate pricing information required for each year of the ordering period and a total summary.

• Offerors shall assume a two-year ordering period with an additional six-month optional period for pricing.

• Completed and signed page 1 of the solicitation and any amendments.

• Unless completed in SAM, RFP Section, Representation, Certification and Other Statements of Vendors must be completed by the Offeror.

• Evaluation will be based on price and other factors, but for this sole source acquisition, only price will be evaluated as non-price factors will not be evaluated.

• Total price will be evaluated considering all ordering periods and options.

• The acquisition is listed as UNRESTRICTED.

• The contract is "non-personal services contract" as defined in FAR 37.101.

• Safety is a paramount concern as this is "High-Risk Training" in accordance with OPNAVINST 1500.75.

• Government personnel (Course Director, COR, etc.) will be involved in monitoring and oversight.

• Specific qualifications are required for contractor personnel (e.g., AFFI, Rigger, DZSO, MO, DACO).

• Cybersecurity Maturity Model Certification (CMMC) requirements apply, with the Contracting Officer to insert the required CMMC level.
