Scope of Work
The selected contractor will be responsible for the full lifecycle of music video production, including:
- Pre-Production: Identifying and confirming Malaysian singers, selecting and licensing a song, developing a creative concept and storyboard aligned with "Freedom 250" branding, and coordinating recording logistics.
- Production: Recording audio and video performances with high production values and capturing supplementary footage.
- Post-Production: Editing the video, integrating "Freedom 250" branding, incorporating feedback, and preparing final deliverables in various formats (broadcast, social media, web-ready).
- Licensing & Legal Compliance: Securing global distribution rights for music, images, and performances, ensuring compliance with copyright and privacy laws. The U.S. Department of State will own the master recording and all materials upon project completion.
Contract Details
- Type: Solicitation for a single purchase order/contract.
- Set-Aside: None (The Government is not considering a set-aside for this requirement).
- Place of Performance: Malaysia.
- Budget Ceiling: MYR 117,000 (inclusive of all costs, fees, taxes, and licensing).
- Period of Performance: Starts May 2026, with the final video expected to be ready for online posting by June 30, 2026. The final video should not exceed 3 minutes.
Eligibility & Submission Requirements
- SAM.gov Registration: Required for quotations exceeding $40,000 USD.
- Experience: Proposals must detail company qualifications, specifically requiring over 30 years of composing, songwriting, and producing experience in the Malaysian music industry. This requirement applies to producers/contractors and experienced Malaysian musicians/singers.
- Proposal Content: Must include a defined music direction (genre, artist profiles, lyrical concept), artist recommendations (emerging or mid-tier talent encouraged), subcontractor details, at least two references, and a website link of previous works. Insurance is not required.

Evaluation Criteria
