Scope of Work
The selected subcontractor will provide comprehensive landscaping and irrigation services across NLR's South Table Mountain (STM), Flatirons, and South Table Energy Park (STEP) campuses, covering approximately 197 acres of landscape maintenance. Key services include:
- Landscape Maintenance: Weed control (hand, mowing, mechanical), mowing, trimming, edging, fertilizing, soil amendment, aeration, overseeding, pruning of plants/shrubs/trees, organic mulch/rock bed maintenance, flowering plant care, and debris/leaf removal.
- Irrigation System Management: Monitoring via WeatherTRAK, general maintenance, winterization, spring start-up, ET programming, and minor repairs (within 48 hours). All activities must adhere to environmentally responsible practices, including water-efficient irrigation, integrated pest management, soil health preservation, and a preference for electric-powered equipment.

- Period of Performance: A 12-month base period with four (4) 12-month option periods, totaling 60 months.

Eligibility & Evaluation
- Mandatory Qualifications (Pass/Fail): Offerors must have a bona-fide office within 50 miles of NLR's STM Campus or demonstrate capability. Required submissions include an ESH Subcontract Risk Evaluation Worksheet (demonstrating EMR <= 1.00 or detailed disclosure), disclosure of any EPA/CDPHE violations, positive/neutral past performance, and established resources/capacity. Compliance with Service Contract Act Wage Determination 2015-5419 is also mandatory.
- Evaluation Criteria: A Best Value Selection approach where qualitative merit is substantially more important than price. Qualitative factors include Technical Approach (20%), Experience (20%), Capability (20%), Organizational History (10%), Past Performance (10%), Materials and Equipment (10%), Key Personnel (5%), and References (5%).
- Submission Requirements: Proposals must be submitted electronically via email (25GB limit). The technical proposal is limited to 30 pages and must include a Project Management Plan. Required forms include the Price Proposal Form, ESH Risk Evaluation Form, OCI Representation Statement, and Representations & Certifications. SAM.gov registration is required prior to award.
