This Request for Quotations (RFQ) is for the procurement of four (4) PDR Concrete pump trailers. The procurement is being conducted under an Inter-Agency Agreement (IAA) with the Department of the Navy (NAVFAC). Freight costs are included in the procurement.

• Four (4) PDR Concrete pump trailers.

• Delivery to two locations: Port Hueneme, CA (2 units) and Gulfport, MS (2 units).

• The trailers must meet specific operational requirements, including:

  • Industry standard diesel engine compatible with various fuels (F24, JP8, high sulfur).
  • Capability to operate in diverse climatic conditions (-25 to 130 degrees Fahrenheit).
  • Single-person operation via wired control point.
  • Pumping capacity of at least 750 PSI underwater at a depth of 40 feet.
  • Pump output of 40 Cubic Yards per hour.
  • Support for aggregate sizes up to 1.5 inches (pump) and 3/4 inch (hoses).
  • Designed for towing by a 1.5-ton truck with a pintle hook.
  • Specific hose and pipe dimensions and lengths.
  • Maximum trailer weight of 8000 lbs.
  • System setup time not to exceed 1 hour with two trained personnel.

• Collateral/packaging requirements include a mobile storage cage and specific components.

• Military modifications include specific data plates, attachment IDs, and paint/corrosion control.

• Technical manuals (operator, service/maintenance, parts) are required.

• Sustainment requirements include support by existing Navy systems and a design life of at least 20 years.

• Training (New Equipment Training) is required for operators and maintainers.

• A comprehensive manufacturer warranty and 24/7 technical support are required.

• Contract Type: Firm Fixed Price (FFP).

• Delivery Date: Within 180 days after receipt of award.

• Quotations must be submitted electronically in .doc or .docx format, single-spaced, 12-point Times New Roman font, and no more than ten (10) pages (excluding Section C).

• A complete quotation must include:

  • Cover Page
  • Signed Section A and any Amendments.
  • Volume 1: Technical Submission (Technical Conformance and Delivery).
  • Volume 2: Price Submission (Completed Section B).

• Submission Deadline: March 5th, 10:00 AM Eastern Time.

• Questions Deadline: February 26th, 5:00 PM Eastern Time.

• Evaluation will be based on Technical Conformance (most important), Delivery, and Price. A best value trade-off determination will be made.

This Request for Quotation (RFQ) 47QSWC26Q0028 is for the procurement of four (4) Pole, Reel, Dump (PDR) Concrete pump trailers. The procurement is being conducted under the General Services Administration (GSA) on behalf of the Department of the Navy (NAVFAC). Freight costs are included in the procurement.

• Four (4) Pole, Reel, Dump (PDR) Concrete pump trailers.

• Trailers must meet detailed operational requirements including engine type, environmental operating conditions, single-person operation, pumping capacity (minimum 750 PSI underwater to 40 feet depth), pump output (40 Cubic Yards per hour), aggregate size support (1.5 inch for pump, 3/4 inch for hoses), towing compatibility (1.5-ton truck with pintle hook), hose specifications (5-inch outlet diameter, 3-inch hose diameter, 120 feet total length, premium fabric hose with 1233 PSI working pressure), pipe specifications (3-inch diameter, 10 feet length), and weight limitations (not to exceed 8000 lbs).

• Collateral/packaging requirements include a mobile storage cage, steel box for smaller parts, and specific components like blowout caps, couplings, elbows, cleanout balls, and reducers.

• Military modifications include specific data plates, attachment IDs, and lubrication data plates.

• Equipment must be air transportable by C-130, C-17, and C-5 aircraft.

• Painting and corrosion control must adhere to MIL-STD-1223 and specific color requirements (OD Green for machine/attachments, Black for rims).

• Technical manuals (operator, service/maintenance, parts) are required in both PDF (editable) and traditional paper formats.

• New Equipment Training (NET) for operators and technicians is required.

• A comprehensive manufacturer warranty and 24/7 technical support are required.

• Contract Type: Firm Fixed Price (FFP).

• Evaluation will be based on two factors: Technical Conformance and Delivery. Technical Conformance is the most important factor, followed by Delivery. Price is also a factor, with a best value trade-off determination.

• Offerors must demonstrate compliance with the Buy American Act.

• GSA will not pay any costs incurred during the preparation or submission of responses.
