Quick Summary
The Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), is soliciting offers for Secure Executive Network Software Support (SENSS). This unrestricted competition seeks a contractor to provide comprehensive software and systems integration support for airborne capabilities, focusing on cyber, Maritime Domain Awareness (MDA), situational awareness, and data management. The award will be a Task Order (TO) under the SeaPort-NxG Multiple Award Contract (MAC). Offers are due by May 18, 2026, at 01:00 PM local time.
Scope of Work
The contractor will support the NAWCAD WOLF Airborne Systems Integration (ASI) Division in the rapid insertion and transition of advanced technologies, systems, sensors, and weapons for manned and unmanned airborne platforms. This includes development, design, prototyping, low-rate production, demonstration, testing, integration, technical installation, transition through Initial Operational Capability (IOC), and maintenance. Key domains include cyber, MDA, situational awareness, data management, and dissemination. Approximately 51% of the work will be performed at Government sites (NAWCAD WOLF, St. Inigoes, MD, and NAS Patuxent River, MD), with the remaining 49% at the contractor's site within 50 drivable miles of NAWCAD WOLF.
Contract Details
This is a Cost-Plus-Fixed-Fee (CPFF) contract for labor, with Cost Reimbursement for Other Direct Costs (ODCs) and Not Separately Priced (NSP) for Data and Contract Acquired Property (CAP). The period of performance includes a base year from November 17, 2026, to November 16, 2027, with options extending through November 16, 2031. The estimated total level of effort is 796,828 man-hours. A Top Secret Facility Clearance (FCL) is required, and personnel will need minimum interim Secret clearances, with specific Top Secret/Sensitive Compartmented Information (SCI) clearances for various labor categories. Contractors must also possess CMMC Level 2 (Self) status for systems processing FCI or CUI. The NAICS code is 541330 (Engineering Services) with a $47M small business size standard.
Submission & Evaluation
This is an unrestricted competition open only to businesses holding a current SeaPort-NxG MAC. Offers must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) system by the deadline. Evaluation will follow a Highest Technically Ranked Offer (HTRO) approach at a fair and reasonable price, without trade-offs between technical and cost factors. The process involves a three-step evaluation: a Pass/Fail assessment of Key Personnel qualifications, a Technical evaluation via oral presentation and sample task scenario, and a Cost/Price evaluation for realism and reasonableness. The Service Contract Act (SCA) labor standards apply.
Key Updates
Amendment 0001 and subsequent Q&As (Attachment Q1) have updated the total estimated labor hours to 796,828 and clarified the requirement for a Top Secret FCL. The requirement for contractors to obtain written confirmation of electronic proposal receipt has been removed. The Statement of Work (Attachment 01) has been revised to include additional labor categories: Technical Writer I, Technical Writer II, and Warehouse Specialist.
