Scope of Work
The contractor will support the NAWCAD WOLF Airborne Systems Integration (ASI) Division in the development, design, prototyping, low-rate production, demonstration, testing, integration, technical installation, transition through Initial Operational Capability (IOC), and maintenance. This work spans critical domains including cyber, Maritime Domain Awareness (MDA), situational awareness, data management, and dissemination for various manned and unmanned airborne platforms.
Contract Details
This is a Task Order (TO) award under the SeaPort-NxG MAC. The contract type is Cost-Plus-Fixed-Fee (CPFF) for labor and Cost Reimbursement for Other Direct Costs (ODCs). The period of performance includes a base year (November 17, 2026 - November 16, 2027) and option years extending through November 16, 2031. The estimated total level of effort is 796,828 labor hours, with a minimum labor cost estimated to exceed $90,853,446. Approximately 51% of the work will be performed at Government sites (NAWCAD WOLF, St. Inigoes, MD, and NAS Patuxent River, MD), and 49% at the contractor's site within 50 drivable miles of NAWCAD WOLF.
Security & Personnel
A Top Secret Facility Clearance (FCL) is required, and personnel must possess a minimum interim Secret clearance, with specific Top Secret/Sensitive Compartmented Information (SCI) clearances for various labor categories. Only U.S. citizens may perform. Contractors must also meet CMMC Level 2 (Self) status for systems processing FCI or CUI. The Service Contract Act (SCA) applies, with a 3.6% escalation rate for non-SCA labor categories. Telework is permitted with COR approval, requiring two days of routine on-site performance per week at Government facilities.
Submission & Evaluation
Offers must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) system. Submissions must be UNCLASSIFIED, virus-free, and marked as "Controlled Unclassified Information" and "Source Selection Information." Evaluation is a three-step process: 1) Key Personnel (Pass/Fail), 2) Technical (Oral Presentation/Sample Task), and 3) Cost/Price (realism and reasonableness). Award will be made to the Highest Technically Ranked Offer (HTRO) at a fair and reasonable price, with no trade-offs between technical and cost factors.
