Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for a contractor to provide support to the Naval Air Warfare Center Aircraft Division (NAWCAD) Airborne Systems Integration (ASI) Division. The objective is to facilitate the rapid insertion and transition of advanced technologies, systems, sensors, and weapons to support Programs of Record (PoR) and meet urgent fleet needs.

The contractor will support development, design, prototyping, low-rate production, demonstration, testing, integration, technical installation, transition through Initial Operational Capability (IOC), and maintenance. This includes, but is not limited to, software development, network design and architecture, cyber engineering, cybersecurity accreditation support, engineering services, installation, integration, design engineering for airborne capabilities, test and evaluation, and user and maintainer training. The work spans domains such as cyber, Maritime Domain Awareness (MDA), situational awareness, data management, and dissemination.

Approximately 51% of the work will be performed at Government sites (NAWCAD WOLF, St. Inigoes, MD and NAS Patuxent River, MD), and 49% will be performed at the contractor's site, located within 50 drivable miles of NAWCAD WOLF, St. Inigoes, MD.

• Security: Only U.S. citizens may perform under this Task Order (TO), unless waived. Personnel must be eligible for Non-Critical Sensitive work and possess a favorably adjudicated Tier-3 investigation from the OPM. Classified work requires Top Secret clearance. Specific labor categories have defined security clearance levels and timelines.
• Personnel Qualifications: Minimum education and experience requirements are defined for various labor categories, including Engineers, Analysts, Developers, and Technicians. All personnel must meet specified security clearance requirements.
• Work Schedule: Normal working hours are 8.5 hours per day, Monday through Friday. A Compressed Work Schedule (CWS) may be allowed under certain conditions. Telework is permitted in accordance with DoDI 1035.01.
• Reporting: Monthly Progress and Financial Status Reports are required.
