Purpose & Scope
This Sources Sought Synopsis (SSS) seeks to identify qualified sources capable of designing, developing, manufacturing, and sustaining innovative MMHE. The primary goal is to modernize the end-to-end life cycle support for MMHE across various Air Force aircraft platforms. This includes systems such as Ammunition Loading Systems, Small and Large Munitions Trailers, "Family" of Jammers, and other Munitions Handling Units (MHUs). A significant emphasis is placed on achieving and maintaining Nuclear Certification in accordance with AFI 63-125, as well as incorporating digital engineering practices, including model-based systems engineering and simulation.
Contract Vehicle
The Government anticipates awarding a 10-year IDIQ Multiple Award Contract (MAC) with on-ramp and off-ramp provisions. The contract will feature a two-year basic period and four, two-year options, totaling ten years if all options are exercised. The total estimated ceiling for this program is $920M. This MAC is intended for rapid fund execution for design, development, testing, and implementation, not for long-term sustainment or full production runs. Delivery Orders will not include Interim Contractor Support (ICS), Contractor Logistics Support (CLS), or Advisory and Assistance Services (A&AS).
Key Requirements / Capabilities Sought
The Air Force is looking for capabilities in:
- Designing, developing, testing, manufacturing, and sustaining MMHE for safe handling, transporting, and loading of nuclear and conventional munitions.
- Integrating new hardware/software into existing MMHE.
- Demonstrated use of Digital Engineering/Model-Based Systems Engineering (MBSE) and associated tools.
- Experience in innovating and modernizing MMHE.
- Providing technical orders, maintenance/material manuals, and training/operation manuals.
- Potential for various testing types, including Developmental Test (DT), Qualification Test and Evaluation (QT&E), Operational Testing (OT), and production-related testing.

A virtual Industry Day will be held on Wednesday, March 18, 2026, at 11:00 AM EST and Thursday, March 19, 2026, at 9:00 AM EST. Breakout sessions, limited to 15 minutes per vendor (maximum 4 participants), will follow the presentation.
