A significant emphasis is placed on equipment achieving and maintaining Nuclear Certification (AFI 63-125) and incorporating digital engineering, model-based systems engineering, simulation, and complete Technical Data Packages (TDPs). The effort will modernize and replace aging assets, supporting the safe handling, transport, and loading of nuclear and conventional munitions.
Contract Details
The government anticipates awarding a 10-year IDIQ MAC with a total estimated ceiling of $920M. This contract will feature on-ramp and off-ramp provisions for vendor flexibility. The anticipated period of performance is a two-year basic period plus four two-year options. This MAC is intended for rapid fund execution for design, development, testing, and implementation, not for long-term sustainment or full production runs.
Key Requirements
Contractors will be expected to demonstrate capabilities in:
- Designing, developing, testing, manufacturing, and sustaining MMHE.
- Integrating new hardware/software into existing MMHE.
- Utilizing digital engineering, model-based systems engineering, and simulation.
- Providing technical orders, maintenance/material manuals, and training.
- Conducting various tests, including Developmental Test (DT), Qualification Test and Evaluation (QT&E), Operational Testing (OT), and production-related testing.
Evaluation Factors (for future IDIQ)
For the anticipated IDIQ MAC, proposals will be evaluated using a "Technically Acceptable" source selection methodology based on three factors:
- Technical Proposal: Acceptable/Unacceptable based on demonstrated experience (via work samples and self-scoring matrix) in OEM manufacture of MMHE/industrial material handling equipment and/or delivery of technical/engineering data.
- Small Business Participation: Acceptable/Unacceptable based on an adequate approach to meeting Small Business Program objectives and specific subcontracting goals (e.g., 19.00% for Small Business, 5.00% for SDB). Both large and small businesses are encouraged to participate.
- Price Proposal: Evaluated for reasonableness, but not rated.
