Purpose & Scope
This Sources Sought notice aims to identify potential sources with expertise to design, develop, manufacture, and sustain innovative MMHE. The NGAME program seeks to modernize, improve, or replace aging assets and enhance the industrial vendor base for systems such as Ammunition Loading Systems, Small/Large Munitions Trailers, "Family" of Jammers, and other Munitions Handling Units. A significant emphasis is placed on equipment achieving and maintaining Nuclear Certification (AFI 63-125) and utilizing digital engineering, including model-based systems engineering and simulation. The primary purpose is to establish a robust industrial vendor base for MMHE supporting the safe handling, transporting, and loading of nuclear and conventional munitions.
Contract Vehicle
The Government anticipates awarding a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) with a total estimated ceiling of $920M. This MAC will include on-ramp and off-ramp provisions for adding or removing vendors. The anticipated period of performance is a two-year basic period followed by four, two-year options. This contract is intended for rapid fund execution for design, development, testing, and implementation of new solutions, not for long-term sustainment or build-to-print acquisitions.
Industry Day & Engagement
A Virtual Industry Day will be held on Wednesday, March 18, 2026, at 11:00 AM EST and Thursday, March 19, 2026, at 9:00 AM EST. Interested vendors can request to attend and participate in 15-minute breakout sessions (limited to 4 participants per vendor). Capabilities Sought
The Air Force is looking for capabilities in:
- Designing, developing, testing, manufacturing, and sustaining MMHE.
- Support for safe handling, transporting, and loading of nuclear and conventional munitions.
- Integration of new hardware/software into existing MMHE.
- Emphasis on digital engineering, model-based systems engineering, and simulation.
- Experience with various testing types: Developmental Test (DT), Qualification Test and Evaluation (QT&E), Operational Testing (OT), and production-related testing (e.g., FAT, PPQT, PQT, PAT&E).
