Quick Summary
The U.S. Army Contracting Command - Orlando (ACC-Orlando) is issuing a Commercial Solutions Opening (CSO) for Next Generation Trackless Targets (NGTT) Family of Products (FOP). This initiative seeks innovative commercial solutions to enhance Soldier training realism and lethality through advanced trackless mobile targets. Solution Briefs are due February 12, 2026, at 4:00 PM Eastern Time.
Purpose & Scope
The Army aims to acquire proven, innovative commercial products or technologies for the development, production, and fielding of NGTT. These targets must simulate moving infantry and vehicle targets, adapt to any path without permanent range structures, and operate in diverse terrains (sand, mud, snow, grass) across CONUS and OCONUS live-fire ranges. Key requirements include compatibility with the Future Army System of Integrated Targets (FASIT) operating software (TRACR II) and engagement by small caliber ammunition up to .50 caliber and 6.8 mm next-generation ammunition.
Detailed performance specifications for both Infantry and Vehicle variants cover:
- Mobility: Specific turning radii, ground clearance, fording, side slope capabilities, speed, acceleration, and braking.
- Environmental Resilience: Operation in extreme temperatures, humidity, salt fog, wind, sand, and rain.
- Durability: Armor plating to withstand multiple impacts and protect critical components.
- Functionality: GPS tracking, independent battery charging, extended battery life, MILES integration, automatic obstacle avoidance, and realistic mannequins capable of sustaining numerous hits.
Contract Details & Eligibility
This CSO is issued under the authority of 10 U.S.C. § 3458 and DFARS Subpart 212.70, associated with the Army Open Solicitation (AOS), W9128Z-25-S-A002. Awards may be fixed-price contracts or other agreements, generally for one base year with four option years. There is no set-aside for this opportunity, indicating open competition. Offerors must be registered in SAM.gov and possess a current NIST SP 800-171 DoD assessment in SPRS. Large businesses are required to submit a Small Business Subcontracting Plan.
Submission & Evaluation
Offerors must submit Solution Briefs (max 10-page white paper or 20 slides) addressing Executive Summary, Technology Concept, Company Viability, and Intellectual Property. The Government may proceed directly to award from these briefs. Evaluation criteria for Solution Briefs include the ability to provide infantry/vehicle configurations, TRACR II integration, transportability, environmental capability, innovation, and technical merit. Down-selected offerors will advance to Phase 2 (Presentation/Pitch) and potentially Phase 3 (Full Proposal), where evaluation will consider Technical Merit, Relevance, Price, Schedule, Integration, and Risk Assessment.
