Purpose & Scope
The NGTT program aims to provide advanced trackless mobile targets that simulate real-world scenarios for U.S. Army personnel, adaptable to any path without permanent range structures. Solutions should represent moving infantry and vehicle targets on various terrains (sand, hills, mud, grass, snow) and be deployable CONUS/OCONUS in all relevant environments. Key requirements include compatibility with the Future Army System of Integrated Targets (FASIT) operating software (TRACR II) and engagement by small caliber ammunition up to .50 caliber and 6.8 mm. Detailed performance specifications for both Infantry and Vehicle variants cover mobility, shot sensing, environmental resilience, transportability, and integration with MILES devices.
Contract & Timeline
This CSO is issued under the authority of 10 U.S.C. § 3458. The Government intends to award fixed-price contracts or other agreements, generally with a one-year base period and four option years. The Government reserves the right to make multiple awards or no awards, with an intent for one awardee to provide both infantry and vehicle models, though splitting the requirement is possible.
Submission & Evaluation
Phase 0 Solution Briefs (max 10-page white paper or 20 slides) are due by February 12, 2026, 4:00 PM EST. Briefs must cover Executive Summary, Technology Concept, Company Viability, and Intellectual Property. Evaluation for Phase 0/1 will consider the ability to provide infantry/vehicle configurations, TRACR II integration, transportability, environmental capability, innovation, and technical merit. Down-selected offerors will proceed to Phase 2 (Presentation/Pitch), which may include a live demonstration of terrain traversal, speed, visual threat representation, and live-fire resilience. Offerors are responsible for their own expenses for Phase 2. Successful Phase 2 participants may be invited to Phase 3 for full proposals, evaluated on Technical Merit, Relevance, Price, Schedule, Integration, and Risk Assessment.
Eligibility & Notes
Offerors must be registered in SAM.gov and have a current NIST SP 800-171 DoD assessment posted in SPRS. This is an open competition, however, large businesses are required to submit a Small Business Subcontracting Plan. Resellers and academic research proposals are not desired. The Government will request Government Purpose Rights to technical data developed with Government funds. All inquiries must be directed to the Procurement Contracting Office.
