Opportunity Overview

This CSO, issued under the authority of 10 U.S.C. § 3458 and DFARS Subpart 212.70, aims to acquire innovative commercial products or technologies for the NGTT FOP. The goal is to develop and deploy trackless mobile targets that simulate real-world scenarios for infantry and vehicle movements, adaptable to any path without permanent range structures. The initiative is associated with the Army Open Solicitation (AOS), W9128Z-25-S-A002.

Scope of Work

Solutions must provide realistic moving target devices representing individuals and vehicles across various terrains (sand, hills, mud, grass, snow, etc.). Key requirements include:

  • Compatibility: Integration with the Future Army System of Integrated Targets (FASIT) operating software (TRACR II).
  • Engagement: Capable of being engaged by small caliber ammunition up to .50 caliber and 6.8 mm next-generation ammunition.
  • Deployability: Deployable CONUS and OCONUS, capable of surviving and navigating all relevant environments and terrains on U.S. Army live-fire ranges.
  • Performance: Detailed performance specifications for both infantry and vehicle variants cover aspects like terrain traversability, environmental resilience, armor plating, battery life, obstacle avoidance, transportability, shot sensing, and reactive behaviors. Infantry targets must be 55" L x 45" W x 35" H (platform) and vehicle targets must be transportable by non-oversized trailers.

Submission & Evaluation

Offerors must submit Phase 0 Solution Briefs (max 10-page white paper or 20 slides) addressing Executive Summary, Technology Concept, Company Viability, and Intellectual Property. The Government may proceed directly to award from Solution Briefs. Evaluation will consider the ability to provide infantry/vehicle configurations, TRACR II integration, transportability, environmental capability, innovation, and technical merit. Down-selected offerors will proceed to Phase 2 (Presentation/Pitch) and potentially Phase 3 (Full Proposal). Evaluation for proposals will consider Technical Merit, Relevance, Price, Schedule, Integration, and Risk Assessment. The Government intends for one awardee to provide both infantry and vehicle models but may consider splitting the requirement. Government Purpose Rights will be requested for technical data developed with Government funds.

Important Notes

Offerors must be registered in SAM.gov and have a current NIST SP 800-171 DoD assessment in SPRS. Help desk support is available for TRACR II integration, but the closing date will not be extended for this. In the event of a government shutdown, communication will cease, and the closing date may be extended at the Contracting Officer's discretion.
