This document provides responses to vendor questions regarding the Next Generation Trackless Targets (NGTT) Call for Solutions (CSO).

• Evaluation Criteria: Proposals will be evaluated on cost and technical merit. The CSO does not strictly follow FAR Part 15 procedures. For Phase 0/1, evaluation is based on criteria in sections 5.1 and 6.2 of the CSO.
• Phase Timelines: Phase 1 (Solution Brief Evaluation) is anticipated to take up to 30 days after the Feb 12, 2026 submission deadline. Phase 2 (Solution Presentation Pitch) is planned to occur within 120 days from the CSO posting date, with locations TBD (Ft Stewart, Ft Benning, Camp Blanding).
• Phase 2 Live Demonstration: The government may assess NGTT's ability to traverse terrain, speed, visual threat representation, and withstand live-fire. A more detailed demo plan will be provided to selected offerors. Systems may be assessed for TRACR II compatibility, but failure to meet this in Phase 2 will not preclude Phase 3 invitation.
• Intellectual Property: The Government will request Government Purpose Rights to all technical data developed with Government funds, per DFARS Subparts 227.71 and 227.72.
• Dual Platform Award: The intent is for one awardee to provide both infantry and vehicle models, but the government may consider splitting the requirement based on submitted solutions.
• Offeror Expenses: Offerors will bear their own expenses for attending the Phase 2 demonstration site.
• Speed Correction: The maximum speed for the vehicle platform has been corrected to 20 mph (32.19 km/h).

These clarifications provide essential details on evaluation, timelines, demonstration scope, IP rights, and potential award structure. Some technical specifications have been corrected or clarified, which may impact proposal development. Offerors are responsible for their own expenses for Phase 2 attendance.

Performance Specification (PS)

This document outlines the technical and performance requirements for the Future Army System of Integrated Targets (FASIT) Next Generation Trackless Targets (NGTT) and related ancillary devices. It defines the specifications for both an "Infantry" and a "Vehicle" variant of the target system.

General Requirements:

• Integration with standard FASIT Targetry Range Automated Control and Recording (TRACR) II software.
• Near real-time Time, Space, Position Information (TSPI) and Tracking data via GPS.
• Deployable onto ranges with or without existing RF infrastructure, and usable in remote areas.
• Capable of traversing various terrains including loose dirt, mud (up to 2 inches), snow (up to 4 inches), loose sand, and grass (up to 2 feet).
• Operates within a wide range of environmental conditions (temperature, humidity, solar effects, salt fog, freezing/thawing, wind, sand, rain).
• Armor capable of withstanding at least 3 impacts without penetration and protecting critical components.
• Independent battery charging capability, with options for AMMPS generator or shore power.
• Charging time for vehicle variant: 0-100% in 4 hours (T) or 2 hours (O).
• Battery life: Minimum 3 hours continuous operation (motion), 72 hours (idle), or 10 hours (mix of idle/motion).
• Integration with Multiple Integrated Laser Engagement System (MILES) devices.
• Automatic obstacle avoidance and collision avoidance capabilities.
• Transportability via highway, rail, water, and air, meeting various MIL-STD requirements.

Infantry Unique Requirements:

• Size envelope: 55" L x 45" W x 35" H (platform); 69" +/- 2" H (with silhouette/mannequin exposed).
• Transportability: Minimum of four platforms per trailer.
• Payload: Must accommodate Thermals and MILES device.
• Simulates hostile fire.
• Realistic mannequin presentation device with specific expose/conceal cycle requirements and wind resistance.
• Performance metrics for turning radius, ground clearance, fording, side slope, traverse/climb angle, speed, acceleration, and braking.
• Shot sensing capabilities (near miss, hits) and reactive behaviors (changing speed, stopping, reversing).

Vehicle Unique Requirements:

• Size envelope: Transportable by non-oversized trailer.

• Transportability: Minimum of one platform per trailer.

• Payload: Must accommodate Thermals and battlefield effects equipment.

• Integrates with battlefield effects simulator.

• Performance metrics for turning radius, ground clearance, fording, side slope, traverse/climb angle, speed, acceleration, and braking.

• Supports 3D tactical truck silhouette.

• Includes collapsible driver/passenger presentation devices.

• Shot sensing and reactive behaviors similar to infantry variant.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the technical and performance requirements for the Next Generation Trackless Targets (NGTT) and related ancillary devices, intended for the Future Army System of Integrated Targets (FASIT) program.

• General Requirements: Integration with FASIT's TRACR II range control software, communication of battery status, waypoint maneuvering, and RF communication. Includes specifications for GPS accuracy, deployability (permanent or temporary, with or without RF infrastructure), and terrain traversability (loose dirt, mud up to 2 inches, snow up to 4 inches, loose sand, grass up to 2 feet).

• Environmental Conditions: Must function in temperatures from -40 to 140 degrees Fahrenheit for storage and -30 to 50 degrees Celsius for operation, with reduced mechanism activation between -30 and 0 degrees Celsius. Must withstand direct solar effects, 100% humidity (condensing and non-condensing) up to 50 degrees Celsius, salt fog, freezing/thawing, winds up to 35 mph, blowing sand, and rain/blowing rain.

• Armor Plating: Must withstand at least 3 impacts in the same location without penetration from all calibers specified in Appendix A. Must protect critical components and have redundant antennas.

• Charging Interface: Must have independent battery charging capability, interface with a 30kW AMMPS generator (GFE), and have the option for shore power. Charging devices must meet NEMA ratings for indoor/outdoor use and support various voltage outlets, protecting against overcharging.

• Battery Life: Vehicle platform charging from 0-100% in 4 hours (T) or 2 hours (O). Continuous operational run time of at least 3 hours (constant motion), 72 hours (idling), or 10 hours (mix of idle/motion).

• Integration: Capable of connecting with and transporting a Multiple Integrated Laser Engagement System (MILES) device.

• Obstacle Avoidance: Automatic obstacle avoidance (taller than two feet), collision avoidance with other targets, and avoidance of humans, grass, or saplings up to 0.5" diameter.

• Transportability: Must meet criteria for highway, rail, water, and air transport (MIL-STD-1366, MIL-STD-209, MIL-STD-1791), including system lift and tiedown provisions. Must be transportable by standard military and commercial equipment, without requiring unique assets. Fully loaded trailers must be highway transportable by a 3/4 ton truck and meet international rail transport standards.

• Hazardous Materials: Specific shipping requirements for batteries, generators, and HAZMAT declarations are outlined.

• Mannequins: Must represent realistic human head and torso, sustain 2,000 hits from 7.62mm rounds, withstand 6,000 cycles, and have specific dimensions (40"x20") and green color.

• Size Envelope: Not to exceed 55" L x 45" W x 35" H (platform); 69" +/- 2" H (with silhouette/mannequin exposed).

• Transportation: Minimum of four platforms per trailer.

• Payload: Must carry minimum Thermals and MILES device.

• Battlefield Effects: Capable of simulating hostile fire.

• Presentation Device: Equipped with a realistic mannequin target, capable of concealing/exposing targets, presenting various silhouettes (D1, E1, mannequin), and supporting specific operational cycles and thermal enablement. Must react to hits/near misses, including changing speed, stopping, or reversing direction.

• Mobility: Specific requirements for turning radius (10 ft), ground clearance (4" step), fording (6" water), side slope (25% T / 35% O), traverse/climb angle, speed (>=10 mph), acceleration (7 mph within 10m), and braking (6.5 ft stop distance at 10 mph).

• Shot Sensing: Visually indicate engagement, sense near misses and hits, and report to TRACR II. Must score hits at >=97% accuracy for penetrating rounds.

• Size Envelope: Must fit on/be transportable by a non-oversized trailer.

• Transportation: Minimum of one platform per trailer.

• Payload: Must carry minimum Thermals and battlefield effects equipment.

• Battlefield Effects: Integrate and mount a battlefield effects simulator.

• Mobility: Specific requirements for turning radius (30 ft), ground clearance (9.8" T / 17.7" O step), fording (10" water), side slope (25% T / 35% O), traverse/climb angle, speed (<=20 mph, top speed >=20 mph), and acceleration (20 mph within 328 ft).

• Braking: Specific stopping distances (25m at 25 mph) and emergency stop functionality.

• 3D Silhouette: Capable of supporting a 3D tactical truck plywood silhouette.

• Infantry Presentation Device: Include collapsible driver/passenger devices, conceal/expose targets, present silhouettes, and support operational cycles. Must react to hits/near misses.

• Shot Sensing: Capable of sensing hits to silhouette, divided into configurable zones (engine, shell, presentation device). Must score hits at >=97% accuracy for penetrating rounds.

Solicitation / RFP / RFQ

This document is a Performance Specification (PS) for the Next Generation Trackless Targets (NGTT), also known as the Future Army System of Integrated Targets (FASIT). It defines the technical and performance requirements for the NGTT and related ancillary devices. The NGTT is intended for use in training environments, integrating with the Targetry Range Automated Control and Recording (TRACR) II software.

General Requirements:

• Range Operation: Must integrate with TRACR II software, communicate battery status, maneuver via pre-programmed waypoints, and operate via Radio Frequency (RF) with coverage encompassing the entire range.
• GPS: Provide continuous near real-time Time, Space, Position Information (TSPI) and tracking data with <5 sec-2.0 meters circular error, reporting position at 1 update per second when in motion.
• Deployability: Capable of permanent deployment on ranges with or without RF infrastructure, and temporary deployment in remote areas without RF infrastructure.
• Terrain Transability: Traverse through loose dirt, mud (up to 2 inches), snow (up to 4 inches), loose sand, and grass (up to 2 feet).
• Environment: Full functionality in various environmental conditions including temperatures from -40 to 140 degrees Fahrenheit (storage) and -30 to 50 degrees Celsius (operation), 100% humidity, salt fog, freezing/thawing, winds up to 35 mph, desert blowing sand, and rain/blowing rain. Must withstand direct solar effects.
• Armor Plating: Withstand at least 3 impacts without penetration from specified calibers and protect critical components. Must have built-in redundancy for antennas.
• Charging Interface: Independent battery charging capability, interface with a 30kW AMMPS generator, and option for shore power. Must adhere to NEMA ratings for power sources and protect against overcharging.
• Charging Time: 0-100% charge in no more than 4 hours (T) / 2 hours (O).
• Battery Life/Run Time: Minimum 3 hours continuous motion, 72 hours idling, or 10 hours mixed idle/motion on a single charge.
• Integration: Capable of connecting with and transporting a Multiple Integrated Laser Engagement System (MILES) device.
• Obstacle Avoidance: Automatic obstacle avoidance (no human intervention), navigate around obstacles taller than two feet, avoid collisions with other targets, and avoid humans. Must identify and avoid grass/saplings up to 0.5" diameter.
• Transportability: Meet criteria for highway, rail, water, and air transport (MIL-STD-1366, MIL-STD-209, MIL-STD-1791). Must be transportable by standard military and commercial equipment, including 3/4 ton trucks, and meet ISO container dimensions if applicable. Must meet Gabarit International de Chargement (GIC) for rail transport and be sea transportable without disassembly.
• Hazardous Materials: Compliance with UN3171, UN3481, UN3528 for shipping batteries and generators. Requires approved Shippers Declaration DD form 2890.
• Mannequins: Realistic human head/torso, capable of sustaining 2,000 hits from 7.62mm rounds, withstand 6,000 cycles, overall dimensions 40"x20", green color (FED-STD-595).

Infantry Unique Requirements:

• Size Envelope: Max dimensions 55" L x 45" W x 35" H (excluding silhouette/mannequin); overall height 69" +/- 2" (fully exposed).
• Transportation: Minimum of four platforms fit on/transportable by a single trailer.
• Payload: Capable of carrying minimum Thermals and MILES device.
• Battlefield Effects: Capable of simulating hostile fire.
• Presentation Device: Equipped with realistic mannequin target, capable of concealing/exposing target, supports D1/E1 targets and realistic mannequins. Power supply supports 30 cycles/hour or 100 cycles/24 hours. Supports 60 seconds thermal enabled during operational cycle. Exposes/conceals target within 2s in winds up to 35 mph. Capable of bobbing (conceal/expose) upon sensing a hit. Supports engagements from aerial platforms.
• Mobility: Minimum curb-to-curb turning radius of 10 feet, traverse 4" 90-degree step, ford 6" water, traverse side slopes up to 25%(T)/35%(O), hold on slopes >= 10%, maintain speed accuracy >= 10% on 5% grade, top speed >= 10 mph, accelerate to 7 mph within 10 meters. Braking: stop within 6.5 feet (2 meters) at 10 mph, stop/conceal after losing communication (>1s) or power loss.
• Shot Sensing: Visually indicate successful engagement, sense near misses and hits (single/multiple zones), score >= 97% of penetrating rounds. Reports hits to TRACR II.
• Reactive Behaviors: Perform realistic reactions to hits/near misses (change speed, stop, reverse direction).

Vehicle Unique Requirements:

• Size Envelope: Fit/transportable by non-oversized trailer.
• Transportation: Minimum of one platform fit on/transportable by single trailer.
• Payload: Capable of carrying minimum Thermals and battlefield effects equipment.
• Battlefield Effects: Integrate with and mount a battlefield effects simulator.
• Mobility: Minimum curb-to-curb turning radius of 30 feet, traverse 9.8"(T)/17.7"(O) 90-degree step, ford 10" water, traverse side slopes up to 25%(T)/35%(O), hold on slopes >= 10%, maintain speed accuracy >= 10% on 5% grade, top speed >= 20 mph, accelerate to 20 mph within 328 feet. Braking: stop within 25 meters at 25 mph, stop/conceal after losing communication (>1s) or power loss.
• 3D Silhouette: Support 3D tactical truck plywood silhouette.
• Presentation Device: Simulate driver/passengers, conceal/expose target within 40 degrees, present D1/E1 targets and realistic mannequins. Solicitation / RFP / RFQ

This is a Call for Solutions (CSO) under the Army Open Solicitation (AOS) procedure to acquire innovative commercial products or technologies for the Next Generation Trackless Targets (NGTT) Family of Products (FOP). The goal is to enhance training realism and Soldier lethality by providing advanced trackless mobile targets that simulate real-world scenarios.

• Develop and deploy trackless mobile targets simulating infantry and vehicle movements.

• Targets must adapt to follow any path without permanent range structures.

• Solutions should represent individuals and vehicles on various terrains (sand, hills, mud, grass, snow, etc.).

• Must be deployable CONUS and OCONUS and survive/navigate relevant environments.

• Compatibility with Future Army System of Integrated Targets (FASIT) operating software (TRACR II) is required.

• Must be engageable by small caliber ammunition up to .50 caliber and 6.8 mm ammunition.

• Solutions should be existing, reference-verifiable commercial products or technologies.

• Awarding Instrument: Fixed-price contracts or other agreements authorized under 10 U.S.C. § 3458.

• Period of Performance: Generally no greater than one base year with four option years.

• The Government reserves the right to make multiple awards or no awards.

• Solution Briefs Due Date/Time: 12 February 2026, 1600hrs Eastern Time.

• Solution Briefs (max 10-page white paper or 20 slides) must address Executive Summary, Technology Concept, Company Viability, and Intellectual Property.

• The Government may proceed directly from Solution Brief to award.

• Evaluation of Solution Briefs will consider ability to provide infantry/vehicle configurations, TRACR II integration, transportability, compatibility with existing targets, environmental capability, innovation, and technical merit.

• Down-selected offerors will proceed to Phase 2 (Presentation/Pitch) and potentially Phase 3 (Full Proposal).

• Evaluation criteria for proposals include Technical Merit, Relevance, Price, Schedule, Integration, and Risk Assessment.

• Resellers and academic research proposals are not desired.

• Offerors must be registered in SAM.gov.

• Offerors must have a current NIST SP 800-171 DoD assessment posted in SPRS.

• Large businesses must submit a Small Business Subcontracting Plan.

• Joint ventures are allowed.

• Offerors are responsible for monitoring SAM.gov for amendments.

• Solution briefs will be valid for 180 calendar days.

• Organizational Conflict of Interest (OCI) analysis and mitigation plan are required.
