Scope of Work
This solicitation, W91CRB-26-R-5002, requires the provision of 3,535 AN/PVS-14 NVDs, including a 24-month extended warranty, standard accessories, two Hoffman ANV/126A Test Sets, and two AN/AVS-6&9 Specialized Tool Sets. NVDs must be new, unused, MIL-STD-810 compliant, and multifunctional (handheld, helmet, or weapon mountable). Key technical specifications include a 40° viewing angle, 1x magnification, -5 to +2 diopters optical power, f/1.2 aperture, 0.25m to infinity focus, 64 lp/mm resolution, and a Figure of Merit (FOM) between 2000 and 2200. Image intensifier tubes must be U.S.-made and can be white, green, or a combination of both phosphor types. The contractor must be an AN/PVS-14 NVD manufacturer or authorized reseller, with an authorized service center in the European Union staffed by at least two qualified specialists. Contract Details
This is a Firm Fixed Price contract conducted via a two-step sealed bidding process. Step One requires Technical Proposals ONLY, with pricing strictly prohibited at this stage. Delivery dates range from September 30, 2026, to September 30, 2029, depending on the Contract Line Item Number (CLIN). The NAICS code is 333310 (Commercial and Service Industry Machinery Manufacturing). Inspection and acceptance will occur at origin for hardware, and partial shipments are not allowed. Accelerated deliveries are authorized and encouraged.
Submission & Evaluation
Offerors must submit Technical Proposals ONLY in Step One. Required forms include FAR 52.212-3, 52.204-24, and 52.204-26. Compliance with Cybersecurity Maturity Model Certification (CMMC) Level 2 is mandatory, and failure to provide CMMC UIDs and confirmation will result in ineligibility. Only technically acceptable proposals will be invited to Step Two to submit pricing. Evaluation will be based on Technical compliance (meeting specifications) and Past Performance. The Government intends to award without negotiations.
