Scope of Work
The requirement is for 3,535 new, unused, MIL-STD-810 compliant AN/PVS-14 NVDs, multifunctional for handheld, helmet, or weapon mounting. Key specifications include a Figure of Merit (FOM) between 2000-2200, image intensifier life of at least 10,000 hours, and operation on one AA battery for at least 50 hours. White Phosphor Image Intensifier tubes must be U.S. made. The NVDs must be compatible with existing Lithuanian Armed Forces AN/PVS-14 components.
Deliverables also include 3,535 accessory packages (e.g., lens caps, eye cups, weapon/helmet mount adapters, carrying cases), two Hoffman ANV/126A Test Sets, and two AN/AVS-6&9 Specialized Tool Sets. A 12-month standard warranty plus a 24-month extended warranty for NVDs is required, with an authorized service center in the European Union and two manufacturer-trained specialists. Warranty repairs should aim for a 60-day turnaround, with the contractor covering transportation costs.

Submission & Evaluation
This is Step One of a two-step sealed bidding process. Offerors must submit Technical Proposals ONLY; pricing information is strictly prohibited at this stage. Proposals must include completed FAR 52.212-3, 52.204-24, and 52.204-26. Offerors must meet Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements, and failure to provide CMMC UIDs and confirmation will result in ineligibility. Only technically acceptable proposals will be invited to Step Two for pricing submissions. Evaluation will focus on technical compliance with specifications and past performance. The Government intends to award without negotiations.
