Scope of Work
The contractor shall provide 3,535 commercial equivalent AN/PVS-14 NVDs, which must be new, unused, conform to MIL-STD-810, and be multifunctional. Key requirements include:
- NVDs: Specific technical specifications (e.g., viewing angle, magnification, Figure of Merit (FOM), image intensifier life, automatic brightness adjustment, integrated IR light source, battery operation, dimensions, weight, operational temperature range, vibration resistance, and water immersion resistance). White image intensifier tubes must be U.S. made.
- Warranty: A 24-month extended warranty is required, with an authorized service center in the European Union and manufacturer-trained specialists.
- Accessories: 3,535 packages, each including objective lens cap, eye cup, protective lens cover, demist shield, eyeguard, weapon mount adapter, helmet mount adapter, carrying case, belt strap, and lens cleaning paper.
- Test Sets: Two (2) Hoffman ANV/126A Test Sets.
- Tool Sets: Two (2) AN/AVS-6&9 Specialized Tool Sets.

- Cybersecurity: Offerors must meet Cybersecurity Maturity Model Certification (CMMC) Level 2 as cited in DFARS provision 252.204-25 and clause 252.204-21. Failure to provide CMMC UIDs and confirmation of CMMC Level 2 will result in ineligibility.
- Evaluation: Technical proposals will be evaluated for meeting specifications and Past Performance. Only technically acceptable proposals will be invited to Step Two to submit pricing proposals (within one week of notification).
- Award Intent: The Government intends to award without negotiations.
