The NIH Clinical Center, the nation's largest hospital devoted to clinical research, requires consistent and reliable MSA staffing. This acquisition is processed under a Partnership Agreement between HHS and the Small Business Administration (SBA), with awards made directly to eligible 8(a) firms.
Scope of Work
The contractor will provide dedicated MSAs for two primary tasks:
- Task 1: Nursing Department MSA: Staffing for scheduling, admissions, reception, patient records, clinical support, equipment/material/supply management, travel support, and reporting. This includes implementing a Structured, Stackable Shift Differential Pay Plan for off-shift coverage.
- Task 2: PSSD MSA: Administrative support for admissions, inpatient/outpatient care, and other patient support services, including customer service, appointments, reception, and patient travel voucher processing. MSAs are considered "emergency essential" personnel, operating in a 24/7/365 environment.
Key Requirements & Performance
Personnel must have a minimum of one year of healthcare experience with patients and basic medical terminology. Special requirements include:
- Compliance with security and privacy language, including Security Assessment and Authorization (SA&A) package deliverables.
- Background investigations (Level 1-6) and PIV ID badge eligibility.
- Adherence to NIH policies, including electronic mail, library resources, and confidentiality.
- Mandatory vaccinations (e.g., Rubeola, Hepatitis B, Influenza) and infectious disease control.
- Professional appearance and strict standards of conduct.
- Effective oral and written English communication.
- Contractor must develop and implement a proactive Quality Control Program.
