Scope of Work

• Removal and disposal of existing roofing materials, underlayment, and flashing.
• Installation of new asphalt shingles (GAF Timberline HDZ or approved equal), underlayment (GAF Deck Armor or approved equal), and flashings, adhering to specified product standards and warranty requirements.
• Replacement of deteriorated plywood roof sheathing as an additive item, compensated via contract modification for actual square footage.
• Removal and reinstallation of existing gutters and downspouts.
• Removal of existing solar panels and rails, to be placed near the house for future Government use (not reinstalled).
• Compliance with the Davis-Bacon Act Wage Determinations and the Buy American Act.

• Place of Performance: E.B. Forsythe NWR, New Jersey. Contractor operations are generally confined to weekdays (Monday-Friday, excluding holidays) between 7:30 a.m. and 4:00 p.m.

• Award Basis: Award will be made to the responsible respondent submitting the lowest evaluated price determined fair and reasonable, without discussions.
• Bonds: Performance and payment bonds are required within 10 calendar days after award.

Important Notes

• Site Visit: A site visit is scheduled for March 5, 2026, at 10:00 AM EST at 729 Lily Lake Road, Oceanville, NJ 08231. Contractors must RSVP to christa_garrigas@fws.gov no later than 24 hours prior. • Wage Determinations: Bidders must account for prevailing wage rates and fringe benefits outlined in the General Decision Number for Ocean County, New Jersey, as required by the Davis-Bacon Act.
• Safety & Submittals: Compliance with all Federal, State, and Local Safety and Environmental regulations, including OSHA, is mandatory. Contractors must submit product literature for roof shingle materials and plywood sheathing for approval prior to installation. Shingles should not be applied below 50 degrees F.
