Vendors must possess the 2021 Fastener Program Manual or demonstrate technical confidence through applicable Non-Destructive Testing and/or Coating procedures, and provide evidence of compliance with Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).

Submission & Evaluation

- Technical Capability: Ability to meet technical requirements from the Portsmouth Naval Shipyard Fastener Program Manual (September 2021).
- Price: Quotes must include pricing for all line items; failure to do so will result in rejection.
- Past Performance: Vendors must include at least three relevant projects from the last five years. Past performance will be assessed via CPARS, PDREP, and SPRS. Vendors with no past performance will be rated "Acceptable."

Additional Notes
Paper copies of the solicitation will not be issued. Requests for the Fastener Program Manual require an active DD2345 form and can be made to the POCs. The Portsmouth Naval Shipyard is the sole authorized distributor of the program manual; vendors cannot quote without possessing a BOA Book.
