This is a combined synopsis/solicitation for commercial items to procure demolition services for a 2-piece steel hull structure at NAVSTA Newport. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) requires a contractor to provide all labor, equipment, and materials for demolition, removal of scrap metal and waste, and site restoration to original condition. This solicitation constitutes the only solicitation; no written solicitation will be issued.

• Demolish a 2-piece steel hull structure.

• Remove all resulting scrap metal and waste.

• Restore the site at Building 47, NAVSTA Newport, to its original condition.

• Full technical requirements are detailed in the Statement of Work (SOW), provided as Attachment 1.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 60 calendar days from the date of contract award.

• Place of Performance: Building 47, Naval Station Newport, Newport, RI 02841.

• Pricing: Offerors must complete the pricing schedule, representing a net price. This price may be positive (cost to Government), negative (payment to Government), or zero.

• Response Due Date & Time: 20 March 2026, 2:00 PM Eastern Standard Time (EST).

• Submission Method: Electronic email to the points of contact listed. Subject line must read: "Quote for N66604-26-Q-0125 – [Your Company Name]".

• Basis for Award: Lowest Price Technically Acceptable (LPTA).

• Technical Acceptability Factors:

  • Mitigation Plan: Draft project-specific plan addressing fire safety, environmental risks, work footprint, and emergency plan.
  • Relevant Experience: Evidence of at least two (2) similar projects (heavy structural demolition, industrial site work) completed within the past five (5) years.

• Quote Package Requirements:

  1. Signed quote on company letterhead acknowledging terms.
  2. Completed Section 3.0 (Pricing Schedule).
  3. Draft Mitigation Plan.
  4. Relevant Experience/Past Performance documentation.
  5. Completed FAR 52.212-3, Offeror Representations and Certifications (via SAM.gov).

• Questions Due: In writing via email to the primary POC no later than 4:00 PM EST on 06 March 2026.

• This requirement is a 100% Small Business Set-Aside. Only quotes from small business concerns will be considered.

• A site visit will be held on Wednesday, March 04, 2026, at 10:00 AM EST. See Site Visit Instructions (Attachment 5).

• Applicable provisions and clauses are listed, including safety and insurance requirements.

• Attachments include SOW, Wage Determination, and various logs.

Statement of Work (SOW) / Performance Work Statement (PWS)

To demolish a 2-piece structure (hull component and hatch) located at Bldg 47, Naval Station Newport, RI, as normal disposition methods have been exhausted.

• Provide all labor, equipment, and materials for demolition.

• Demolish a hull component (approx. 18' H x 18' W x 16.5' L, 76,000 lbs) and a hatch (approx. 12' W x 9' L x 3.5' H, 12,000 lbs).

• Develop and obtain approval for a project-specific Mitigation Plan addressing fire/environmental risks, work footprint, and emergency preparedness.

• Protect existing infrastructure from damage during demolition and disposal.

• Transport all scrap metal and waste to a licensed disposal/recycling facility.

• Provide equipment for demolition, including material handling, containers, and cutting tools.

• Secure all necessary demolition and transportation permits, including hot work and lift permits if applicable.

• Provide documentation of disposal, including certified weight tickets and sale receipts.

• Sort demolished materials, segregating recyclable metals.

• Dispose of non-recyclable materials according to regulations.

• Perform site cleanup to return the footprint to its original condition.

• Conduct a post-demolition safety inspection.

• Ensure personnel are trained and equipped according to cited regulations.

• Maintain a complete project record for closeout.

• Participate in a post-project review if requested.

• Implement strategies for waste management, recycling, and dust/airborne contaminant control.
