Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for non-personal services for WFO Generator Preventative Maintenance in Miami and Key West. The acquisition is set-aside for small business concerns. The NAICS code is 811310, with a small business size standard of $12.5 Million.

Services include non-personal labor, equipment, and materials for:

• Preventative Maintenance for diesel powered electric generators (Cummins, Kohler, Onan) at various Weather Forecast Offices (WFO) and Weather Surveillance Radar (WSR) sites in Miami and Key West, FL.

• Emergency Repair Services for the same diesel powered electric generators.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance:

  • Base Year: 06/01/2026 - 05/31/2027
  • Option Period 1: 06/01/2027 - 05/31/2028
  • Option Period 2: 06/01/2028 - 05/31/2029

• The start date is an estimate and subject to funding approval. A shortened base year may be utilized if there are delays.

• Quotes are required in PDF or Microsoft Word format and must be submitted electronically via email to Kerri.Coffey@noaa.gov.

• Deadline for quotes: Tuesday, 04/07/2026, no later than 10:00 AM MDT.

• Offerors must include signed copies of SF 18 and SF 30(s).

• Offerors must have an active registration in the System for Award Management (SAM) and provide their UEID/CAGE CODE.

• Evaluation Criteria: Technical Acceptability/Capability, Past Performance, and Price.

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, price and other factors considered, on a low-priced, technically acceptable, single firm fixed-price basis.

• This acquisition is set-aside for small business concerns.
