Quick Summary

The Department of the Air Force is soliciting unpriced technical proposals for the design and installation of an Oil Water Separator (OWS) at Mountain Home Air Force Base (MHAFB), Idaho. This acquisition is conducted via a Two-Step Sealed Bidding process, with Step 1 (Technical Proposals) due by April 30, 2026, 10:00 AM MST. This opportunity is set aside for Women-Owned Small Businesses (WOSB).

Scope of Work

The project's objective is to install a gravity-fed, 300 gallon per minute (GPM) OWS at Building 270, Hush House No. 2, to capture and remove 99% of free and dispersed hydrocarbons larger than 20 microns. This is critical due to observed hydrocarbons entering the sanitary waste stream from aircraft maintenance operations. The work involves comprehensive construction activities including excavation, shoring, foundations, plumbing, site electrical work, controls/alarms, and commissioning. Special precautions are required for working on the airfield, including Foreign Object Debris (FOD) prevention and additional personnel screening. The system must comply with EPA, DoD, NPDES, FAR Buy American, NFPA, NEC, and Idaho State Environmental Codes.

Submission & Evaluation

This is a Two-Step Sealed Bidding process:

  • Step 1 (This RFTP): Offerors must submit an unpriced technical proposal (limited to 20 pages) addressing the requirements and evaluation criteria. No pricing information is permitted in this step. The Government will evaluate proposals to determine a high probability of successful performance.
  • Step 2 (Invitation for Bids): Only offerors with acceptable technical proposals from Step 1 will be invited to submit a sealed price bid. The contract will be awarded to the responsible bidder with the lowest-priced bid.

Evaluation Factors for Step 1 (in descending order of importance):

  1. Technical Approach and Understanding of Project Requirements
  2. Relevant Experience and Past Performance (at least two comparable OWS projects of 150 GPM+ within 5 years)
  3. Key Personnel Qualifications and Organizational Structure
  4. Safety Program (record and culture)
  5. Excavation Plan (soil management, shoring, utility protection)
