Temporary Lodging Services for USCG Sector NY and NY for Sail 250

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide temporary lodging services for approximately 640 U.S. Coast Guard Sector New York personnel during the SAIL 250 event in New York and New Jersey.

• Provide double occupancy rooms (minimum two beds, private bath, individual climate control) for:

  • Staten Island, NY: 100 rooms
  • Bayonne, NJ: 75 rooms
  • Sandy Hook, NJ: 75 rooms
  • Midtown Manhattan, NY: 65 rooms

• Provide single occupancy rooms (minimum single/double/queen bed, private bath, individual climate control) for:

  • Midtown Manhattan, NY: 10 rooms (in the same hotel)

• Ensure on-site laundry facilities with washers/dryers, ironing boards, and irons.

• Provide daily housekeeping services.

• Offer 24/7 front desk support.

• Ensure well-lit, on-site parking for specified vehicle capacities (alternatives considered for Midtown Manhattan).

• Hotels must have a minimum 3-star rating.

• The Coast Guard may adjust room block numbers up to 15 days prior to the event, requiring written submission and COR approval.

• Period of Performance: June 24, 2026, to July 12, 2026.

• Place of Performance:

  • Staten Island: Within 20 miles of 10 Search Lane, Staten Island, NY 10306 (lodging in Staten Island or NJ).
  • Bayonne: Within 10 miles of 85 Port Terminal Blvd, Bayonne, NJ 07002 (lodging in NJ).
  • Sandy Hook: Within 20 miles of 20 Crispin Rd, Highlands, NJ 07732 (lodging in NJ).
  • Manhattan, NY: South of Central Park, NY.

• Contractor must attend a Post Award Conference within 10 business days of award.

• Contractor must provide a draft Project Plan at the Post Award Conference, including work list, schedule, intended results, key personnel roles, and quality maintenance plan. A final Project Plan is due 30 business days after the conference.

• All written reports must be in electronic format compatible with DHS workstations (Microsoft Office).

• Contractor furnishes all facilities, materials, equipment, and services, except for Government Furnished Resources.

This notice is for market research to identify potential sources for providing temporary lodging for the US Coast Guard during the SAIL 250 event. It is not a request for quotation.

Interested parties must submit a Capability Statement including:

• Organization name, address, website

• Point of contact details (name, email, phone)

• Socioeconomic status

• Unique Entity Identifier

• Information/resources needed from the government

• Existing government-wide acquisition contracts (GWAC) or other strategically sourced contracts (if applicable, provide contract number, agency, and POC)

• General comments, thoughts, and feedback.

• Content: Technical Capability and Rough Order of Magnitude (ROM), along with the requested Capability Statement information.
