Statement of Work (SOW)

To provide temporary lodging services for approximately 640 US Coast Guard Sector New York and New Jersey personnel participating in the SAIL 250 large scale maritime event.

• Provide accommodations and associated services for personnel across four locations: Staten Island, NY; Sandy Hook, NJ; Bayonne, NJ; and Midtown Manhattan, NY.

• Room Requirements:

  • Double occupancy rooms (minimum 2 beds, private bath, climate control): 100 in Staten Island, 75 in Bayonne, 75 in Sandy Hook, 65 in Midtown Manhattan.
  • Single occupancy rooms (minimum 1 bed, private bath, climate control): 10 in Midtown Manhattan (same hotel as double occupancy).

• Services:

  • Check-in/check-out times to be set by Contractor.
  • On-site, well-lit parking: 100 vehicles in Staten Island, 75 each in Bayonne, Sandy Hook, and Midtown Manhattan.
  • On-site laundry facilities (washers/dryers) and ironing boards/irons.
  • Daily housekeeping services.
  • 24/7 front desk support.
  • Minimum 3-star hotel rating.

• Room Block Adjustment: Coast Guard may request adjustments up to 15 days prior to the event, subject to Contracting Officer Representative approval.

• Period: June 24, 2026, to July 12, 2026.

  • Staten Island: Within 20 miles of 10 Search Lane, Staten Island, NY 10306 (lodging in Staten Island or NJ).

This document is a pricing sheet for temporary lodging services, intended for bidders to provide their unit prices and calculate extended total amounts for the CLIN.

Bidders must complete the 'Unit Price' and 'Extended Total Amount' fields for CLIN 0001 to submit their pricing proposal for the temporary lodging services. This sheet is critical for determining the overall cost of the contract and will be used in the evaluation process.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide temporary lodging services for approximately 640 U.S. Coast Guard Sector New York personnel during the SAIL 250 event in New York and New Jersey.

• Provide double occupancy rooms (minimum two beds, private bath, individual climate control) for:

  • Staten Island, NY: 100 rooms
  • Bayonne, NJ: 75 rooms
  • Sandy Hook, NJ: 75 rooms
  • Midtown Manhattan, NY: 65 rooms

• Provide single occupancy rooms (minimum single/double/queen bed, private bath, individual climate control) for:

  • Midtown Manhattan, NY: 10 rooms (in the same hotel)

• Ensure on-site laundry facilities with washers/dryers, ironing boards, and irons.

• Provide daily housekeeping services.

• Offer 24/7 front desk support.

• Ensure well-lit, on-site parking for specified vehicle capacities (alternatives considered for Midtown Manhattan).

• Hotels must have a minimum 3-star rating.

• The Coast Guard may adjust room block numbers up to 15 days prior to the event, requiring written submission and COR approval.

• Period of Performance: June 24, 2026, to July 12, 2026.

• Contractor must provide a draft Project Plan at the Post Award Conference, including work list, schedule, intended results, key personnel roles, and quality maintenance plan. A final Project Plan is due 30 business days after the conference.

• All written reports must be in electronic format compatible with DHS workstations (Microsoft Office).

• Contractor furnishes all facilities, materials, equipment, and services, except for Government Furnished Resources.
