The goal is to maintain these facilities in a safe, functional, and aesthetically pleasing condition, ensuring uninterrupted visitor access and efficient operation of critical infrastructure. The Performance Work Statement (PWS) details Level I (Off-Peak and Peak Months O&M) and Level II (Unscheduled, Non-Routine Directed Services) requirements.
Contract Details & Period of Performance
This is anticipated to be a Firm Fixed Price contract. The period of performance includes a base year starting February 1, 2026, and multiple option periods extending through November 2030. Compliance with Engineer Manual (EM) 385-1-1 and Cybersecurity Maturity Model Certification (CMMC) Level 1 is required. Wage Determination No. 2015-4411, Revision No. 31, dated 07/08/2025, applies to this contract for North Carolina (Cleveland and Wilkes counties).
Submission Requirements & Deadlines

Small (troy.d.small@usace.army.mil). The final proposal submission deadline is January 23, 2026, at 7:00 PM ET. Proposals must adhere to the sequence and format outlined in the "General Proposal Submission Requirements" attachment, submitted in separate volumes for Price, Technical, and Past Performance.
