Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the maintenance, repair, minor construction, and operation of the W. Kerr Scott Reservoir Project.

The contractor shall provide comprehensive and efficient maintenance, repairs, and minor construction for the W. Kerr Scott Reservoir Project. This includes managing personnel, materials, supplies, and equipment to meet specified requirements and incidental minor work. The project encompasses a Visitor Assistance Center & Environmental Education Center, twelve formal recreation park areas, approximately 40 miles of trails, shoreline areas, 1,475 surface acres of reservoir waters, security and fire systems, operational areas, structures, forestry and wildlife lands, and Government-owned vehicles, vessels, and equipment.

Performance will be evaluated based on adherence to contract requirements, quality control plans, and applicable laws and regulations. Specific performance indicators are detailed within various Technical Provisions (TPs).

The work is to be performed at the W. Kerr Scott Reservoir, located on the Yadkin River, 3 miles upstream from Wilkesboro, North Carolina. The project covers 1,475 surface acres of water and approximately 5,775 acres of adjoining land.

• Contractor personnel must be legal residents of the United States and proficient in English.
• Personnel must present a neat appearance and be easily recognized as contractor employees.
• Contractor personnel conduct must not reflect discredit upon the U.S. Government.
• Employees must be physically able to perform assigned work and not be under the influence of alcohol or illegal drugs.
• Contractor shall cooperate with other contractors and Government personnel.
