Scope of Work
The contractor will provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of six outdoor, non-flyable replica aircraft. These models are constructed of fiberglass, foam, composite, or light aluminum and are exposed to harsh outdoor conditions. Key tasks include:
- Surface preparation, structural reinforcement, and corrosion repair.
- Priming, painting, marking reproduction, and application of long-term weather and UV protection.
- Repair or replacement of missing components to match original condition.
- Reproduction of national insignia, squadron tail codes, tail numbers, and special markings. The contractor is responsible for the removal, transport, refurbishment (off-site), and reinstallation of the display models. A two-year warranty against peeling, cracking, or significant fading is required.

Evaluation & Submission Requirements
Award will be made to the responsible offeror submitting the Lowest Price Technically Acceptable (LPTA) quotation. Evaluation factors include:
- Technical Evaluation: Acceptable/unacceptable based on compliance with the Performance Work Statement (PWS) and a complete description of services.
- Price: Must be determined fair and reasonable. Offerors must:
- Be registered in SAM.gov and ensure registration is current, complete, and updated within the last 12 months.
- Have a completed and current NIST 800-171 Self-Assessment with a score of at least 110 in the Supplier Performance Risk Assessment system, or submit a mitigation plan.
- Complete and submit the 'Required Information Sheet' attached to the solicitation.
