Scope of Work

This requirement is for a Firm Fixed Price (FFP) purchase order to provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of six outdoor, non-flyable replica aircraft. The models are constructed of fiberglass, foam, composite, or light aluminum. The refurbishment includes:

  • Surface preparation, structural reinforcement, and corrosion repair.
  • Priming, painting, marking reproduction, and application of long-term weather and UV protection.
  • Repair or replacement of missing components to match original condition.
  • Reproduction of national insignia, squadron tail codes, tail numbers, and special markings. The contractor is responsible for the removal, transport, refurbishment, and reinstallation of the display models, including rigging and transportation. The concrete bases on which the models are mounted will remain in place. A two-year warranty against peeling, cracking, or significant fading is required.

Contract Details & Requirements

  • Contract Type: Firm Fixed Price (FFP) purchase order.

  • Place of Performance: Off-site, at the contractor's workspace, with reinstallation at Wright Patterson AFB, OH.
  • Special Requirements:
    • Contractors must demonstrate past experience refurbishing outdoor aircraft static display models on a Department of War base.
    • Adherence to AFI 84-101, Federal Standard 595C, and ASTM G154.
    • Project Manager requires experience in composite repair and high-performance exterior coatings.
    • Painters require experience with two-part military or marine polyurethane systems.
    • A completed and current (not more than three years old) NIST 800-171 Self-Assessment with a score of at least 110 (or mitigation plan) is required.
    • SAM registration must be current, complete, accurate, and updated within the preceding 12 months.

Submission & Evaluation

Award will be made to the responsible offeror submitting the Lowest Price Technically Acceptable (LPTA) quotation. Technical evaluation will assess compliance with the Performance Work Statement (PWS) based on a complete description of services provided. Price will be evaluated for fairness and reasonableness. Quotes must be submitted electronically via email. The "Required Information Sheet" (Attachment 3) must be completed and submitted with the quote. Quotes must include a description/detail of the service, not just pricing.
