Scope of Work
The contractor will provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of six outdoor, non-flyable replica aircraft. These models, constructed of fiberglass, foam, composite, or light aluminum, are exposed to harsh outdoor conditions. Key tasks include:
- Surface preparation, structural reinforcement, and corrosion repair.
- Priming, painting, and reproduction of national insignia, squadron tail codes, tail numbers, and special markings.
- Repair or replacement of any missing components to match original condition.
- Contractor is responsible for removal, transport, secure storage, refurbishment, and reinstallation of the models from their concrete bases. Support poles are excluded from surface preparation and coating scope.
- Specific missing parts for an F-15 (stabilizer, tailpiece) and a B-1 (small piece) have been identified.

Evaluation & Submission

Technical evaluation will assess compliance with the Performance Work Statement (PWS) and a complete description of services. Price will be evaluated for fairness and reasonableness. Quotes must be submitted electronically to amanda.hoyng@us.af.mil and tracy.ferrise@us.af.mil. The email subject line must be "FA860126Q0023, Outdoor Model Static Display". The entire quotation, including attachments (.pdf, .doc, .docx, .xls, .xlsx only), must be in a single email not exceeding 5MB. Compressed files (.zip, .exe) are not permitted. Offerors must complete and submit the 'Required Information Sheet' attached to the solicitation.
