Scope of Work
This Firm Fixed-Price contract requires the construction of two new "cut-and-cover" 50,000 barrel fuel tanks, each with a dedicated pump vault, associated pumping equipment, and a standby generator. The scope also includes comprehensive site and civil work, removal of out-of-service piping, HazMat surveying and testing, and the installation of a new 18-inch diameter fuel pipeline with metering to transport fuel from Pier 3 to the Bulk Tank Farm. Horizontal Directional Drilling (HDD) will be utilized to reroute existing pipelines under the Rio Salado River. The project further encompasses the design of a cathodic protection system for tanks and pipelines, and the installation of electrical utilities, including distribution, communications, site lighting, lightning protection, and cathodic protection. Submission & Evaluation
Proposals must be submitted electronically via the PIEE Solicitation Module by March 4, 2026, at 2:00 PM Norfolk, VA local time. Late submittals will not be considered. Award will be based on a "best value tradeoff" process, where non-price factors are significantly more important than price. Non-price factors include: Construction Experience, Safety (Acceptable/Unacceptable), Technical Solution, and Past Performance. Offerors must submit prices for all CLINs (0001 through 0004).
Important Notes
This is an UNRESTRICTED acquisition. Offerors must be registered in SAM and comply with specific requirements for Joint Ventures if applicable. A 50% Performance Guarantee or Performance and Payment Bonds are required within 10 days of award. Compliance with Spanish contracting law and classification requirements, including registration with the Spanish Ministry of Finance for specific classifications (Attachment G), is mandatory. Bidders will also need to provide employee certifications and civil liability insurance for personnel working in Spain (Attachments J, L). A site visit was held on December 16, 2025.
