Quick Summary

The Department of the Navy, NAVFACSYSCOM MID-ATLANTIC, is soliciting proposals for the Design-Bid-Build construction of the P993/995 F-35 Aircraft Sustainment Center and Composite Repair Facility at Marine Corps Air Station (MCAS) Cherry Point, NC. This solicitation is for Segment II, with two offerors (ECC Atlantic Construction and Walsh Federal) pre-qualified. The project has a magnitude of over $500,000,000. Proposals are due May 27, 2026, at 2:00 P.M. EDT.

Scope of Work

The project involves two primary facilities:

  • F-35 Sustainment Center (P993): A 255,461 SF depot-level hangar designed to support 20 F-35 aircraft. This includes maintenance bays, four paint booths, administrative spaces, aircraft part modification and tool shops, and a secure area built to ICD705 standards. The main facility features precast structural concrete panels, a pile-supported foundation, slab on grade, and a cross-laminated timber roof deck.
  • Composite Repair Facility (P995): A 105,755 SF consolidated depot-level facility for advanced composites and rotor blade repair. It comprises a composite repair and manufacturing shop (disassembly, kitting, production control, clean parts, assembly, climate-controlled dirty room, bonding, clean room, classrooms, engineering/laboratory space) and an aircraft rotor blade repair shop (disassembly, staging, dirty room, sanding pit, bonding room). Shared spaces include painting, parts wash, freezer, hygiene, bathrooms, and breakrooms.
  • Site Development: Includes utility improvements for Hancock Village, a taxiway with a bridge, and an aircraft parking apron.

Contract & Timeline

  • Contract Type: Firm Fixed Price (FFP)
  • Magnitude: Over $500,000,000
  • Period of Performance: 1,461 calendar days for completion (approximately 4 years)
  • Proposal Due Date: May 27, 2026, at 2:00 P.M. EDT (extended by Amendment 0007)
  • Published Date: May 20, 2026 (original solicitation published March 6, 2026)

Eligibility & Small Business Participation

This is a Solicitation for pre-qualified offerors (ECC Atlantic Construction and Walsh Federal) for Segment II. While not a prime set-aside, the solicitation includes significant small business subcontracting targets:

  • Overall Small Business (SB): 40%
  • Small Disadvantaged Business (SDB): 5%
  • HUBZone Small Business: 3%
  • Woman-Owned Small Business (WOSB): 9%
  • Service-Disabled Veteran-Owned Small Business (SDVOSB): 5% A minimum total small business subcontracting requirement of 20% of the Total Contract Value (TCV) is mandatory.

Cybersecurity Requirements

The project requires compliance with DFARS 252.204-7025 and 252.204-7021. Specifically, CMMC Level 1 is required for P995 and CMMC Level 2 is required for P993. Pre-proposal inquiries highlighted concerns regarding the burden of CMMC Level 2 on small businesses and its impact on meeting participation targets, but the government has maintained these requirements.

Evaluation Criteria

Award will be based on a tradeoff process. For Segment II, Management Approach & Schedule and Small Business Utilization are of equal importance to each other and, when considered together, are approximately equal in importance to the price for construction services.

Key Submission Requirements

Proposals must be submitted electronically via PIEE in PDF format, with price and non-price proposals in separate files. Required documents include executed SF1442, the completed Price Proposal Form (revised by Amendment 0002), a Bid Bond (SF-24), SAM registration, FAPIIS information, and VETS-4212 registration. Offerors must also complete Attachment D - Small Business Participation Commitment Document (SBPCD) to detail their small business utilization commitment.

Amendments & Clarifications

Numerous amendments have been issued, primarily clarifying technical specifications, revising drawings, and extending the proposal due date. The latest amendments (0007, 0008, 0009) confirmed the final proposal due date of May 27, 2026, and provided further responses to pre-proposal inquiries, particularly regarding CMMC requirements and small business participation. Drawings and specifications containing Controlled Unclassified Information (CUI) are provided separately upon completion of a DOD-CUI Non-Disclosure Agreement.
