Quick Summary
The Southeastern Power Administration (SEPA), under the Department of Energy, is soliciting proposals for a PACS Refresh 2026 project. This initiative involves upgrading and replacing all Physical Access Control Systems (PACS), including door access, intercom, and camera surveillance, at two SEPA sites in Elberton, GA. The project aims to ensure compliance with FIPS 201 standards for identity authentication and Section 2 of the Secure Networks Act regarding telecommunications and surveillance equipment. This will be a Firm-Fixed-Price contract. Bids are due by February 27, 2026, at 3 PM Eastern.
Purpose & Scope
The primary objective is to modernize SEPA's PACS infrastructure at its Main and Remote Operations Sites. The scope includes conducting site surveys, procuring, installing, and configuring new access control, intercom, and camera surveillance systems. The contractor will also be responsible for integrating these systems with the Genetec security center, providing user training, comprehensive manuals, and establishing a post-installation maintenance strategy.
Key Requirements & Deliverables
The project requires updated PACS hardware and software that are FIPS 201-compliant and Secure Networks Act-approved. Deliverables include new door access control, intercom solutions, camera surveillance systems, and Cat 6 cabling. Specific components mentioned include HID readers, controllers, Grandstream intercoms, Bosch cameras (including PTZ for HQ corners), Genetec Streamvault servers, and Genetec Security Center software. Surveillance cameras must provide high-resolution imaging, 24/7 monitoring, and secure data storage for a minimum of 30 days. A minimum 3-year Software Services Agreement (SSA) is required, covering semi-annual patch cycles.
Contract Details & Timeline
This will be a Firm-Fixed-Price contract with milestone-based payments. The Period of Performance is 3 months from contract award. The Place of Performance includes SEPA's HQ Office and Remote Operations Site in Elberton, GA, as well as the vendor's facility. Clarifications & Important Notes
SEPA will consider alternative products if they are TAA compliant and compatible with the Genetec Security Center and its supported device list. The winning bidder is responsible for all installation-related modifications, including cabling infrastructure and minor construction. The facility is approximately 25 years old, 22,100 sqft, with brick and drywall perimeter walls, and features on-grid power with battery and generator backup. New wire runs are estimated at 1000-1500 ft, with 50-150 ft of conduit required in some areas; existing cable will not be utilized.
