Scope of Work
This contract requires the refurbishment of ball valve parts, specifically "Ball, Piece 5" and "Seats (Q3) - Piece 6". Key requirements include:
- Inspection and Refurbishment: Cleaning, determining refurbishment possibility, maintaining traceability of identifying markings (MIC code, heat/lot code), and replacing non-usable or improperly marked parts.
- Material Specifications: "Ball, Piece 5" material must be SAE-AMS-6931. "Seats (Q3) - Piece 6" material must be MD71-GG Mearthane (Graphite Filled Urethane) from Mearthane Products Inc., Cranston, RI, meeting specific ASTM test method values for hardness, specific gravity, tensile strength, compression-defl, tensile impact, and water absorption.
- Rework and Marking: Reworking ball outside diameter to a minimum of 6.740 inches is acceptable. Seats must be manufactured to meet drawing stack height. Balls must be marked in the waterway, and seats on the outer cylindrical surface, adhering to MIL-STD-792 (Type I or IX, except Teflon seats which are tagged).
- Teflon Coating: Balls require Teflon coating (Chemours Company 850G-204 and 852G-201, with 851N-204 and 852N-201 acceptable until exhausted) per drawing 8617511.
- Welding/Brazing: If required, must comply with S9074-AR-GIB-010A/278, 0900-LP-001-7000, or S9074-AQ-GIB-010/248. Procedures and personnel must be qualified and approved.
Quality Assurance & Compliance
- Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025 (or MIL-STD-45662).
- Traceability & Certifications: Strict traceability is required for Level I/SUBSAFE materials, with certifications (CDRL DI-MISC-81020, DI-MISC-80678) submitted via WAWF to Portsmouth Naval Shipyard for review and acceptance prior to shipment. No material is to be shipped prior to acceptance.
- Government Source Inspection (GSI): Performance of Government Quality Assurance at source is required. Contractors must notify DCMA or the nearest Government representative upon order receipt.
- Waivers/Deviations/ECPs: All waivers, deviations, and Engineering Change Proposals (ECPs) require review and approval by the Contracting Officer, with specific submission requirements.
