Scope of Work
This solicitation is for a Ball and Seat Parts Kit for a 5-inch ball valve, consisting of one ball (piece 3) and two matching seats (piece 4), in accordance with Newport News Drawing 2285-306. The material is critical for shipboard systems, where failure could lead to serious injury, loss of life, or loss of the ship.
Key Requirements
- Material Specifications: Balls must conform to SAE-AMS-6931 or centrifugally cast 6AL-4V, ASTM-B367, Grade C-5. Seats must be MD71-GG Mearthane (Graphite Filled Urethane) from Mearthane Products Inc., Cranston, RI, meeting specific hardness, specific gravity, tensile strength, compression-defl, tensile impact, and water absorption values.
- Testing & Certification: Required tests include Hydrostatic Test (or Dye Penetrant Inspection as an alternative) for each ball, and Non-Destructive Tests for welds. Seat stack height measurement and visual inspection are also required. Confidential hydrostatic test pressures apply.
- Quality Assurance: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208 as an alternate), with calibration systems per ISO-10012 or ANSI-Z540.3 with ISO-17025 (or MIL-STD-45662 as an alternate). Government Quality Assurance (DCMA QAR) at the source is required.
- Traceability & Marking: Strict traceability is required for all materials, identified by unique numbers (heat-lot, heat-treat). Permanent markings are specified for balls (waterway) and seats (outer cylindrical surface, MIL-STD-792 Type I or IX, or tagged for Teflon seats).
- Documentation: A Certificate of Compliance (Special Emphasis C of C) is mandatory, detailing contractor information, contract/PO number, NSN, and a statement of full compliance with specifications.
