Mandatory Requirement: Offerors must possess an active Facility Clearance Level (FCL) of Secret or higher at the time of proposal submission. For Joint Ventures, each team member must have a valid Secret FCL if the JV entity does not. Pending clearances are not permissible.

Pre-Proposal Conference & Questions

A virtual Pre-Proposal Conference will be held via TEAMs on Tuesday, February 10, 2026, at 9:00 AM EST. Prospective Offerors must schedule attendance by Wednesday, February 4, 2026, at 11:00 AM EST, with a limit of two meeting makers per company. Questions generated at the conference, or any formal questions, must be submitted in writing using PACRM II MAC Attachment L-5 by Thursday, February 12, 2026, at 11:00 AM EST.
